The country was under the Communist regime for 50 years after the USSR annexed the territory of today’s Moldova in 1940, which was called Bessarabia, and was part of Romania.

People in Moldova wanted freedom and justice. They sought democratic change, where citizens could have their say and are listened to.

On August 27, 1991, the elected Parliament of Moldova issued its declaration of independence.

The proclamation read: “The Republic of Moldova is a sovereign, independent and democratic state, free to decide its present and future, without any external interference, keeping with the ideals and aspirations of the people within its historical and ethnic area of its national making.”

The parliamentarians called in their declaration for international recognition and asked for their acceptance as a full-fledged member of the United Nations. Their western neighbor, Romania was the first country to recognize the emergent country. Just two days after Moldova proclaimed its independence, Romania established diplomatic relations with its neighbor.

The United Nations accepted Moldova’s full membership in March 1992. The Organization for Security and Cooperation in Europe establishes its mission to Chisinau in February 1993 to act as mediator in the Transnistrian conflict resolution process.

In July 1994, the Republic of Moldova adopts its Constitution. One year later, in July, the country joins the Council of Europe.

The Republic of Moldova inherited a secessionist conflict from the Soviet Union. Amidst the proclamation of independence from the Soviet Union, several segments of Moldovan society wanted reunification with Romania, whilst the Russian and Ukrainian nationals residing on the East bank of the Nistru River – in Transnistria – feared such a move and were seeking their own independence in attempts to continue to stay in good relations with Kremlin.

Amidst such divisions, a violent conflict escalated in 1992 that lasted a few months and left more than one thousand casualties behind. Ever since there is no violence but the political conflict between Moldova and Russia has remained. The 14th army of the former Soviet Union that belongs to today’s Russia has been deployed in Transnistria and acts as peacekeeping force, although it was a party in conflict.

The 14th army is an armed paramilitary force of secessionists with tanks, small arms and munitions, serving the secessionists, comprised of local people and mercenaries from Russia and Ukraine.

Moldova and the international organizations have repeatedly asked Russia to withdraw its troops from Moldova, which is a sovereign state. However, no action has been taken by the Russians.

Moldova underwent a difficult transition period from 1991 until the present. Between 2001 and 2009, the country was ruled by the Communist Party. The country’s main international partner remained Russia, thus relations to the European block remained cold. After a brief unrest in April 2009 and new elections, Moldovans elected a pro-European leadership. From that moment onwards, the country has become closer with the European Union thereby striving to enhance its economic ties when the Association Agreement is signed in 2014.

Despite the achievement of its dream – independence, Moldovans do not seem satisfied with their life. Hundreds of thousands have emigrated to find work. Over 40 percent of migrants are teenagers, aged 18-35.

The population has decreased. The last census declares 4.3 million inhabitants, but the latest statistics estimate over 3.6 million people reside in Moldova. A new census that is expected to be conducted in 2014 will assess once again the current demographic situation of the country.

Public sociological surveys of 2013 have revealed that Moldovans believe that their country is going the wrong direction. Over 77% share this point of view. Almost every fourth person is totally unsatisfied with the quality of life in Moldova, while only 1% is very satisfied.

Most of them fear poverty, health problems and natural catastrophes. Thousands live under the poverty line, mainly in villages which are underdeveloped. Jobs are created mostly in urban regions where most of the qualified workforce is located.

Foreign investments are made with caution given that corruption is widely-spread in all realms. Jobs-generating investments are currently the government’s top priority in order to refresh the stagnant economy in the coming years.

However, during the past years, one can see a timid economic boost based on strong external support from international bodies, such as the United Nations, the European Union, the World Bank, the International Monetary Fund and many Western countries.

Democratic transition in Moldova has been slow but steady because of constant support from its international partners.

Whether Moldova will be able to successfully pass the democratic transition exam or not, its citizens as well as the international community will be able to assess in the upcoming years.

Happy Independence Day, Republic of Moldova!

Reading Time: 3 minutesTwenty-two years ago, on August 27, Moldova proclaimed its independence from the Soviet Union.
