US Congress members call on the Russian Federation to withdraw the remaining troops and munitions stationed in Moldova’s breakaway region of Transnistria. In a joint statement, Joseph R. Pitts and other members of the US Congress said that they “firmly recognize the need to finalize the withdrawal of Russian troops and munitions from the region,” adding that such a provision should be done in accordance with the internationally recognized commitments assumed at the OSCE Summit in 1999.<\/p>\n

Furthermore, the US decision-makers said that they stand in support of the declaration adopted by the Moldovan Parliament on June 21, 2013 which envisages the abstention from any unilateral actions which endanger peace and stability in the region, promotion of a peaceful conflict resolution by finding a political solution with respect for all democratic principles and values, as well as for the fundamental human rights of people residing on both banks of the Nistru River.<\/p>\n

“We stand in support of the Moldovan Parliament’s Declaration on the Current Situation of the Transnistrian Conflict Settlement Process, adopted consensually on June 21, 2013 and urge leaders of the self-proclaimed Transnistria, as well as all parties involved in 5+2 negotiation process, to conclude negotiations on a legal status of the Transnistrian region and its rightful role in the Republic of Moldova,” the group of members of the US Congress said in their statement.<\/p>\n

They recommend projecting a special legal status for Transnistria, claiming that such a move would “prevent further escalation of conflict.”<\/p>\n

Peace has been at stake in the Security Zone of Moldova in the last couple of months. Recently, the self-appointed administration in Tiraspol – the so-called capital of Transnistria – issued a “legal act on the border.” The “law” envisages the establishment of a better-defined “border” between Moldova and separatist Transnistria, further including some towns currently under the legal administration of Moldova.<\/p>\n

The move has agitated the Government in Chisinau which said that such unilateral actions aim to destabilize the situation in the region and hinder Moldova’s chances to initial the Association Agreement with the European Union at the Vilnius Summit this autumn.<\/p>\n

The US officials said in their statement that secessionist Transnistria violates Moldova’s sovereignty by claiming territories which legally belong to the Republic of Moldova.<\/p>\n

“We are concerned with the unilateral set of actions undertaken by the self-proclaimed leader of the breakaway region of Transnistria, who recently launched provocative actions by adopting the so-called ‘legal act on the border’. We are also concerned by recent entreaties by the leadership in Transnistria – entreaties that threaten Moldova’s territorial integrity and European Union accession prospects,” one could read in the statement.<\/p>\n

According to the US officials, the actions undertaken by Transnistria challenge the ceasefire signed in July 1992 between Moldova and Russia.<\/p>\n

Another agreement, which refers to the withdrawal of the Russian troops from the ground, was signed between the conflicting sides in 1994. It envisaged the removal of Russian military forces from the territory of Moldova within three years.
