The decisions taken by the Moldovan Parliament last week are further criticized by the international community. The OSCE Office for Democratic Institutions and Human Rights (ODIHR) said in a statement on Tuesday that the legislative changes “ran counter to the country’s rule of law commitments and threatened to undermine its achievements so far in developing a pluralistic democratic system.”<\/p>\n

The head of the ODIHR, Janez Lenar\u010di\u010d said that Moldova has committed itself, as an OSCE member, to enact the legislation in a transparent and consultative manner, which the Parliament failed to achieve with the decisions adopted last Friday by an informal coalition of Communists and Liberal-Democrats.<\/p>\n

“The changes to legislation regarding the removal of Constitutional Court judges and to the electoral code, in particular, were passed within a short time frame and with a lack of sufficient consultation,” Ambassador Lenar\u010di\u010d said. “All political actors have to work together to ensure that the principles of democratic law-making and an independent judiciary, as well as a level electoral playing field for all political parties and candidates, are guaranteed.”<\/p>\n

The Parliament of Moldova adopted in haste several bills last Friday. The laws on the Constitutional Court, the electoral system, the functioning of the Government and the functioning of the law-enforcement structures have been changed.
