How does this situation shake the image of Moldova in the international system, namely in the United States of America?<\/strong><\/em><\/p>\n<p><strong>Steve Woehrel:<\/strong> Obviously, the current political situation in Moldova hardly enhances the image of Moldova in the United States or elsewhere. I think the AEI government had until recently done a good job in presenting Moldova&rsquo;s European aspirations to the US and EU.<\/p>\n<p style=\"text-align: justify\">So much so that we tended to give the government advance credit for things it had mainly talked about and had not actually achieved, especially in the area of rule of law. The events since January have amounted to an almost textbook, piece-by-piece dismantling of these illusions.  (Or rather hopes &#8212; I don&rsquo;t think our policymakers were really as optimistic as their public statements would have indicated.)<\/p>\n<p>It is a bit dispiriting, as I think Moldova had assumed a slightly larger profile in our policy in the region (and the EU&rsquo;s policy as well, I think) than it would have otherwise. We are looking for a success story in what the EU calls the Eastern Partnership countries, and, given what has happened in Ukraine, Moldova appeared to be the best bet. It still may be, despite everything, but things won&rsquo;t develop as quickly and in as straightforward a way as we hoped.<\/p>\n<p>That being said, I don&rsquo;t think you will see a major change in US policy toward Moldova. The US has ceded the first place in policy in the region to the EU, and that won&rsquo;t change. On the other hand, our rather modest levels of aid and support will not be reduced as a result of the crisis (although they may be slowly reduced for other, unrelated reasons, such as overall US budgetary issues).<\/p>\n<p style=\"text-align: justify\">I suppose the EU&rsquo;s overall policy direction toward Moldova won&rsquo;t change as well, but the speed at which it can move forward on issues will depend on how quickly Moldova gets its house in order.<\/p>\n<p><em><strong>Moldova.ORG: The latest developments in Transnistria proved once again that the &ldquo;5+2&rdquo; talks failed to bring any constructive, positive outcomes in the conflict resolution process. What other means of conflict settlement can we employ in this dispute, other than those currently involved which proved somehow inefficient?<\/strong><\/em><\/p>\n<p><strong>Steve Woehrel: <\/strong>I agree that &ldquo;5+2&rdquo; hasn&rsquo;t produced the results we would like. However, it continues to exist due to a lack of viable alternatives, due to Russia&rsquo;s policy. One could in theory advocate an approach led by the EU, on the model of the Serbia-Kosovo negotiations. But this would not be likely to work for a couple of reasons.  First, the prospect of EU membership for Moldova is not on offer.  More importantly, Russia ultimately determines the Transnistria regime&rsquo;s position, and Moscow isn&rsquo;t interested in a resolution of the situation in Transnistria, much less in one led by an outside power. <\/p>\n<p>What about a bigger US role? As I mentioned, I think the US prefers to leave a lot of this to the EU, but there is also the fact that an open US role could be counterproductive. As we know, a US leadership role in this region causes the Russians to go berserk.<\/p>\n<p style=\"text-align: justify\">In a situation in which the power to decide is in our own hands, that wouldn&rsquo;t matter.  But in this case Russia&rsquo;s cooperation would be required for a settlement. We have the best US role we can get &ndash; a US diplomat traditionally heads the OSCE mission in Moldova.<\/p>\n<p>I&rsquo;ve often heard skepticism in Washington (expressed privately and probably not reflecting official US or EU policy) that either party in the talks is really, urgently interested in a resolution anyway.  Even looking at opinion polls in Moldova, you see that Transnistria is way down on the list of priorities &ndash; for good reason, things like the poor economy, corruption, bad roads, etc. are far more important for Moldovans. And of course, the current political crisis doesn&rsquo;t exactly strengthen Chisinau&rsquo;s hand in any talks. Transnistria&rsquo;s media are openly crowing over it.<\/p>\n<p>If the situation can be resolved, perhaps it can occur gradually through drawing Transnistria into the EU&rsquo;s orbit, as Moldova grows closer to the EU. But I think any formal negotiating process on the main political issues is unlikely to succeed at present, no matter what its format.<\/p>\n<p><em><strong>Moldova.ORG: Is federalization of Moldova a viable solution for this conflict? What are the arguments that stand in favor and\/or against this potential solution?<\/strong><\/em><\/p>\n<p style=\"text-align: justify\"><strong>Steve Woehrel:<\/strong> Obviously, federalization is a sensitive topic in Moldova, and I think it would be inappropriate for an outsider to express an opinion on its merits.<\/p>\n<p>I would say that, theoretically, it could be seen as a &ldquo;solution&rdquo; to the Transnistria question because it is one that Moscow might find attractive. Essentially it would amount to the resurrection of the Kozak plan.  However, Moldova rejected the Kozak plan, for good reason, in the eyes of the US and EU at the time, in part because it might have rendered the governance of Moldova unworkable and blocked Moldova&rsquo;s European orientation.<\/p>\n<p style=\"text-align: justify\">I doubt whether Moldova&rsquo;s leaders would think more favorably on it now. Moreover, it is unclear to me whether Moscow is really interested in such a project at present, and may be perfectly happy with the status quo.
