The unexpected change of the electoral system in Moldova turns somehow problematic, believes the former EU Ambassador to Moldova, Kalman Mizsei.<\/p>\n

In a statement for Moldova.ORG, the former EU envoy said this is a procedural issue, the decision having been taken without prior consultation of the upper competent authorities, such as the Venice Commission.<\/p>\n

“I also want to repeat what Ambassador [Dirk] Schuebel said about the change of the electoral process: the main issue is procedural. It has happened without consulting society and without consulting the Venice Commission,” Kalman Mizsei told Moldova.ORG.<\/p>\n

He pointed out that the new electoral system might favor the oligarchs in Moldova.<\/p>\n

“I think it is very important that the ex-post consultation with the Venice Commission be consequential and their recommendations be adopted by the Moldovan Parliament,” Mr. Mizsei said.<\/p>\n

He maintains that Moldovan politicians need to adopt a standard by which they do not change the electoral system within one year before the election.<\/p>\n

“Otherwise the conclusion can only be that they change the rules of the game in order to gain benefits to themselves and their clients as Mr. Socor pointed out in his interview<\/a>. Particularly worrying is the trend to move towards a system that simply favors the rich. That can also raise the level of corruption and cynicism in the country,” Kalman Mizsei continued. <\/p>\n

The Moldovan Parliament approved on April 19 the mixed electoral system. This is a mixture of the majoritarian system which gives better representation to the parties that get the most votes and the proportional system which supports the party lists.<\/p>\n

“If we refer to the current political situation, the mixed system would make things better,” political analyst Viorel Ciubotaru said in a statement for Moldova.ORG last week. “It is, however, obvious that the Democratic Party and the Liberal-Democratic Party will benefit the most from this change but one should adjust this bill well enough to make sure the two parties do not use the law in their favor.”<\/p>\n

Moldovan ex-diplomat Vlad Spanu, currently the head of the Moldovan Foundation in Washington, D.C. said in a comment that a uninominal electoral system would be more suitable for Moldova.<\/p>\n

“I wish the Moldovan parliament voted not a mixed system, but a 100% uninominal voting system, like one in the U.S., when only one member is selected from each district.
