A U.S. State Department report shows that after the election of Evgheny Shevchuk as new “president” of Moldova’s separatist region of Transnistria, the human rights situation “did not change significantly.”<\/p>\n

“Torture and inhuman treatment continued to be a problem in Transnistrian penitentiaries during the reporting period,“ informed the U.S. State Department based on the data gathered from the Promo-LEX Association.<\/p>\n

The report encompasses information about human rights in Moldova and its secessionist entity in 2012. It shows that living conditions in prisons remained harsh. However, the report notes that some improvements can be seen in the pretrial detention facilities in Moldova, but not in Transnistria.<\/p>\n

“The detention facilities in the Transnistrian region did not conform to international norms and did not meet minimum requirements for long-term detention,” the report revealed. “The cells were overcrowded, with one bed for every three inmates, requiring them to take turns sleeping. Inmates used a bucket in the corner of the cell in lieu of a lavatory.”<\/p>\n

The research also shows that inmates from Prison No. 1 in Hlinaya complained about contaminated water which caused stomachaches, toothaches and severe skin problems.<\/p>\n

According to the U.S. State Department report, there were 2,819 prisoners in Transnistria in 2012. Of this number, 165 were women, 83 were minors, 70 were infected with tuberculosis, and 167 detainees were diagnosed with HIV\/AIDS, while 671 persons were detained in pretrial detention facilities.<\/p>\n

Several forms of torture and inhumane behavior were registered by Promo-LEX in the prisons in Transnistria. According to them the most frequently forms of torture applied were “stretching extremities, injuring fingers, electric shocks, pricking fingers with a needle, hitting inmates with hard objects, simulated shooting, hitting the legs of inmates with rubber batons, and holding inmates in incommunicado detention.”<\/p>\n

The same report said that psychological torture was also applied. The jails’ employees blackmailed the prisoners with threats of assaulting their relatives and threatening them with detention together with infectious diseases carriers.<\/p>\n

The study does not neglect the arbitrary arrest and detention of persons with impunity in Transnistria.<\/p>\n
