The new system is a mixture of the majoritarian system which gives better representation to the parties that get the most votes and the proportional system which supports the party lists.<\/span><\/p>\n<p style=\"text-align: justify\">Independent deputy Sergiu Sirbu, who is an ex-Communist MP, said that even though the bill was voted in a rush, it is a step forward for Moldova.<\/p>\n<p style=\"text-align: justify\">&ldquo;There will be made amendments to this law before the next elections,&rdquo; MP Sergiu Sirbu told Moldova.ORG. &ldquo;There are no ideal electoral systems but our country really needs some changes. People vote the heads of parties but most of the time there are compromised persons of the lists who should not get a seat in the Legislative.&rdquo;<\/p>\n<p style=\"text-align: justify\">However, the political experts have various opinions about this change.<\/p>\n<p style=\"text-align: justify\">The President of the Moldova Foundation based in Washington, D.C., told Moldova.ORG that he was always in favor of a change in the electoral system in Moldova, highlighting that the uninominal system is the most suitable for Moldova.<\/p>\n<p style=\"text-align: justify\">&ldquo;I wish the Moldovan parliament voted today not a mixed system, but a 100% uninominal voting system, like one in the U.S., when only one member is selected from each district,&rdquo; Vlad Spanu said. &ldquo;This system would end the corruption practice within political parties and bring closer parliamentarians to the people not to party bosses.&rdquo;<\/p>\n<p style=\"text-align: justify\">Vlad Spanu, who is a Moldovan ex-diplomat, stated that Moldova had a uninominal system in early 1990s which &ldquo;was democratic and representative, but the system was reversed by the left-leaning Agrarian Party (ex-Communists) in 1994 into the party list voting.&rdquo; He believes that in a party list system parliamentarians are not accountable to the people who voted for them.<\/p>\n<p style=\"text-align: justify\">Political analyst Viorel Ciubotaru maintains that the mixed electoral system is suitable to overcome the current political situation in Moldova.<\/p>\n<p style=\"text-align: justify\">&ldquo;The majoritarian system would be a source of political corruption,&rdquo; Viorel Ciubotaru said in a statement for Moldova.ORG. &ldquo;If we refer to the current political situation, the mixed system would make things better. It is, however, obvious that the Democratic Party and the Liberal-Democratic Party will benefit the most from this change but one should adjust this bill well enough to make sure the two parties do not use the law in their favor.&rdquo;<\/p>\n<p style=\"text-align: justify\">Analyst Anatol Taranu has another opinion. He believes that introduction of the mixed electoral system will not have a substantive impact on the political system of Moldova.<\/p>\n<p style=\"text-align: justify\">&ldquo;Corrupting voters can also be applied in both the current and uninominal system,&rdquo; the expert said in a comment for Moldova.ORG. He pointed out that two parties &ndash; the Liberal Party and the Communist Party &#8211; will encounter negative effects as a result of this bill.<\/p>\n<p style=\"text-align: justify\">&ldquo;The parties with a stable and disciplined electorate will be the most affected. The Communists will lose because their supporters vote based on ethnic criteria. A group of 70 NGOs under the auspices of the Civic Coalition for Free and Fair Elections expressed their concern about the &ldquo;quick and covert&rdquo; adoption of the new electoral system.
