{"id":185258,"date":"2013-04-04T22:05:52","date_gmt":"2013-04-04T22:05:52","guid":{"rendered":"http:\/\/new.moldova.org\/2013\/04\/04\/moldova-welcomes-uns-arms-trade-treaty-and-condemns-russias-deployments-in-transnistria-236149-eng\/"},"modified":"2013-04-04T22:05:52","modified_gmt":"2013-04-04T22:05:52","slug":"moldova-welcomes-uns-arms-trade-treaty-and-condemns-russias-deployments-in-transnistria-236149-eng","status":"publish","type":"post","link":"https:\/\/www.moldova.org\/en\/moldova-welcomes-uns-arms-trade-treaty-and-condemns-russias-deployments-in-transnistria-236149-eng\/","title":{"rendered":"Moldova welcomes UN\u2019s Arms Trade Treaty and condemns Russia\u2019s deployments in Transnistria"},"content":{"rendered":"<span class=\"span-reading-time rt-reading-time\" style=\"display: block;\"><span class=\"rt-label rt-prefix\">Reading Time: <\/span> <span class=\"rt-time\"> 2<\/span> <span class=\"rt-label rt-postfix\">minutes<\/span><\/span><p style=\"text-align: justify\">Moldova considers that the Disarmament Commission will be able to achieve progress in the disarmament and non-proliferation field if there is genuine political will.<\/p>\n<p style=\"text-align: justify\">Following the adoption of the Arms Trade Treaty on April 2nd by the UN member states, Permanent Representative of Moldova, Ambassador Vlad Lupan said that Moldova perceives the Non-Proliferation Treaty (NPT) as an important multilateral tool for prevention of nuclear proliferation and promotion of nuclear disarmament.<\/p>\n<p style=\"text-align: justify\">&ldquo;We support the call for a strict and full compliance with the NPT, which would ensure the necessary level of international security, a goal as valid today as before,&rdquo; Vlad Lupan said.<\/p>\n<p style=\"text-align: justify\">To achieve a true security at all levels, the ambassador says, &ldquo;progress in disarmament and non-proliferation of nuclear weapons should be complemented by confidence building measures in the field of conventional weapons.&rdquo; He adds that simultaneous processes of arms regulations and disarmament in both weapons of mass destruction and conventional arms shall be developed.<\/p>\n<p style=\"text-align: justify\">During his speech in front of the UN Disarmament Commission, Mr. Lupan pointed out that Moldova expresses a clear understanding that the Arms Trade Treaty&rsquo;s requirements make illegal any arms transfers to actors that exist beyond the control from a constitutional authority of a state party, referring also to Moldova&rsquo;s breakaway region of Transnistria.<\/p>\n<p style=\"text-align: justify\">Within his discourse the diplomat reiterated Moldova&rsquo;s official position regarding the full withdrawal of Russian troops from Transnistria which are stationed there for two decades now without Moldova&rsquo;s consent, Russia violating the international agreements as well as the provision of Moldova&rsquo;s Constitution.<\/p>\n<p style=\"text-align: justify\">&ldquo;We firmly believe that among other important elements, a new arrangement should reinforce the principle of host-nation consent to the stationing of foreign military forces. In this respect, I would like to reiterate our longstanding position regarding the need to finalize the withdrawal of Russian military forces and munitions from the Transnistrian region of the Republic of Moldova. Any steps towards increasing or modernizing this foreign military presence is a factor of serious concern for my Government.&rdquo; Vlad Lupan said.<\/p>\n<p style=\"text-align: justify\">The Arms Trade Treaty was adopted with 154 votes in favor, three against and 23 abstentions early in April.
