Kálmán Mizsei was EU’s Special Representative to Moldova during 2007 – 2011. His main duty was to negotiate the solution for the Transnistrian conflict. Currently he works for the Open Society Institute as co-chairman of Roma Policy Board. Mr. Mizsei is a Hungarian public person who holds a PhD in Economics from Budapest University of Economics. The former EU envoy to Moldova accepted to give an interview to Moldova.ORG.<\/em><\/p>\n

Moldova.ORG: How is Moldova being seen from abroad since Premier Vlad Filat was dismissed?<\/strong><\/em><\/p>\n

Kalman Mizsei:<\/strong> Difficult to say how it looks from outside. I do not now live in Brussels to have daily contacts with European officials. You saw the declaration of Catherine Ashton and Stefan Fuele, it showed a confidence that Moldova’s democratic institutions will solve the crisis.<\/p>\n

It is an important and good declaration that surely expresses the genuine feelings of the top European officials: both, their trust, but also their expectations of coming clean on the problems.<\/p>\n

In Hungary, given our own political challenges, people pay these days less attention to Moldova. If you ask, how I see Moldova, I can say that I am not surprised that a poor, new democracy has such problems, particularly that I know all the political players. I do not want to overdramatize the problem but of course it needs to be solved soon.<\/p>\n

As it is now, it will not affect much the process of EU agreements, but I find it important that the main actors of the process remain in the position to contribute to its finalization. I have in mind the leadership of the Ministry of Foreign Affairs and European Integration who, alongside the Prime Minister, really have contributed more than anyone could have expected to Moldova’s European success.<\/p>\n

Moldova.ORG: How do you think the relations between Chisinau and Tiraspol will be affected by the current political crisis?<\/strong><\/em><\/p>\n

Kalman Mizsei:<\/strong> I do not think it should have any effect. In Russia and in Tiraspol there are ironic words these days. Well, what we see in Moldova is phenomena, as I said, of a young democracy. Moldova should continue to have self-confidence vis-a-vis the Transnistrian region in all matters, including the quality of public life but also the standard of living, generally European values as well.<\/p>\n

Moldova.ORG: Jose Manuel Barroso said in Chisinau last autumn that the Association Agreement with the EU could be signed in November this year. Is this still possible?<\/strong><\/em><\/p>\n

Kalman Mizsei:<\/strong> I don’t see now the technical details as much as I did when I was working in Brussels. I hope that Brussels and the member states of the EU will do their utmost to finalize all the three agreements on time. Each of them are important for Moldova’s integration, thus for its people’s prosperity!<\/p>\n

Moldova.ORG: In which sectors did Moldovan leadership fail the most?<\/strong><\/em><\/p>\n

Kalman Mizsei:<\/strong> I mentioned the biggest two successes: maintaining democracy and the European integration process. Huge successes of which you can be proud! But the reform process is slow. Here my accent is more on the economy than perhaps other analysts would say.<\/p>\n

This is a poor economy that needs to do its utmost to improve the investment climate. Progress here is slow although the enduring European economic crisis does not help either. But Moldova is a small country, if the economic incentives and infrastructure development are going in the right direction, you will see European investments.<\/p>\n

Very closely interrelated is corruption and cleanness of public life. Here the events preceding the crisis, I mean the hunting accident and its dismal handling by your politicians and public officials highlights what is wrong still here.<\/p>\n

And I always said that the institution to fight crime is a bad idea: it will be used for political purposes. You need strong legal improvement in transparency, better salaries for public officials and independent judges, who are also well paid.<\/p>\n

That is the public interest and I know that President Timofti agrees with most of this and I hope he will make it his Presidency’s landmark to pursue the goal of cleaning public life. But this needs to be done very professionally.<\/p>\n

In this area populist catchwords do not help but sometimes less popular but professional actions. Again, improving the quality of public administration would be important – an element of which is increasing salaries and making public office a noble, high prestige job.<\/p>\n

Clearly, leadership, true leadership on the highest levels, President and prime Minister particularly, showing impeccable example, is also important. <\/p>\n","protected":false},"excerpt":{"rendered":"
