Some phone-tappings that appear to be with Premier Vlad Filat were leaked to the press recently.  According to the recordings, it appears that the Prime Minister is giving directions to Nicolae Vicol, the head of the Moldovan Tax Inspectorate (FISC).<\/p>\n<p style=\"text-align: justify\">Apparently, Vlad Filat is urging the FISC to be less strict with an important foreign investor in Moldova.<\/p>\n<p style=\"text-align: justify\">The Premier and the head of the FISC are not the only persons recorded. The other phone tappings suggest that the Minister of Interior Dorin Recean, Deputy Valeriu Strelet and businessman Vasile Gudima are also among those who were wire-tapped. <br \/>\nThe Prime Minister&rsquo;s Liberal-Democratic Party said that phone-tapping is a severe violation of the law.<\/p>\n<p style=\"text-align: justify\">&ldquo;This incident is also an attack on the security of the Republic of Moldova,&rdquo; the Liberal-Democrats said. However, &ldquo;nobody can guarantee whether they (the recordings) are fake or genuine,&rdquo; they added.<\/p>\n<p style=\"text-align: justify\">Vlad Filat did not confirm or reject the allegations that the talks are genuine. His former coalition partner, the head of the Liberal Party, Mihai Ghimpu, requested the resignation of all those involved in the phone-tapping case, including the Prime Minister.<\/p>\n<p style=\"text-align: justify\">According to Pro TV Chisinau news channel, the recordings show how Nicolae Vicol is giving orders himself to his subordinates. He is now under arrest being indicted for abuse of power.<\/p>\n<p style=\"text-align: justify\">Political analyst Aurelian Lavric, Associate Professor at the Department of International Relations at Moldova&#8217;s State University, said in an editorial published on Moldova.ORG that this case &ldquo;proved once again that in the Republic of Moldova a functional market economy does not exist,&rdquo; referring to the alleged recommendations given by the Prime Minister to the head of the FISC.<\/p>\n<p style=\"text-align: justify\">&ldquo;If the Premier gives orders to the head of FISC regarding the revenue of taxes and fines which are to be paid by the enterprises, that means we do not have rule of law,&rdquo; Aurelian Lavric said.
