Through the years, the schools have experienced difficulties with regards to teaching. The self-established administration from Tiraspol has always intimidated and harassed teachers and students because they continued to study in Romanian using the Latin-script. Its usage is prohibited and punishable in the Transnistrian region.<\/p>\n<p style=\"text-align: justify\">The school principals and teachers of the eight Romanian language schools in Transnistria have repeatedly appealed to the authorities in both Chisinau and Tiraspol to ensure the respect of their rights and that no more pressure is put on them.<\/p>\n<p style=\"text-align: justify\">The Organization for Security and Cooperation in Europe (OSCE) is a mediator in the &ldquo;5+2&rdquo; talks which are focused on settling the Transnistrian conflict. To try to tackle the issue of the Latin-script schools, the OSCE drafted a <a href=\"http:\/\/www.osce.org\/moldova\/99058\">report<\/a> with recommendations. Edited in November 2012 and officially published in February 2013, the report was leaked to the press in January. The OSCE report sparked immediate reactions from the school principals and teachers.<\/p>\n<p style=\"text-align: justify\">The recommendations related to registration, licensing and curricula were particularly unsatisfactory to the Romanian language schools in Transnistria. The OSCE suggested registering the schools with the illegal authorities of the separatist region to achieve &lsquo;legality&rsquo; to exist. If such a move would be made, the students who have fought for 20 years to study in their native language of Romanian would be forced to study in Cyrillic-script and to follow a Russian\/Soviet-styled curriculum, which is currently in use in Transnistria.<\/p>\n<p style=\"text-align: justify\">&ldquo;We had talks in December with OSCE officials about the report&rsquo;s content,&rdquo; said Eleonora Ceravschi, principal at &ldquo;Stefan cel Mare&rdquo; High School in the town of Grigoriopol , which is located in the separatist region. &ldquo;We mentioned the points which we did not agree with. Moreover, we were told we would be advised prior to the publication of the report in January. However, the report appeared on the mission&rsquo;s website [OSCE Mission to Moldova] without any prior discussion. It was like a deadfall for us.&rdquo;<\/p>\n<p style=\"text-align: justify\">The OSCE Mission to Moldova has endeavored from the beginning to make sure that human rights are being respected in Transnistria and justice is being granted to those in trouble. However, it seems that OSCE has lost its stature as a neutral and impartial mediator. Proposing solutions that do not support and benefit those suffering from the political conflict between Moldova and Russia proves that its mission has not been achieved accordingly.<\/p>\n<p style=\"text-align: justify\">The teachers are confused about the terms used in the report. Some said they can barely understand what the term &ldquo;simplified licensing&rdquo; in the report means.<\/p>\n<p style=\"text-align: justify\">&ldquo;From what we can observe so far, the OSCE has become an accomplice to the illegal regime from Tiraspol,&rdquo; said Maria Roibu, principal of &ldquo;Alexandru cel Bun&rdquo; High School in Tighina. &ldquo;They want to give us a &lsquo;license&rsquo; and then close the schools.&rdquo;<\/p>\n<p style=\"text-align: justify\">OSCE Mission to Moldova official, Jan Plesinger, said in an interview with <a href=\"http:\/\/www.europalibera.org\/content\/article\/24877512.html\">RFE\/R<\/a>L that the best solution for this issue is to find a compromise.<\/p>\n<p style=\"text-align: justify\">&ldquo;We are trying to help find a solution for this situation,&rdquo; Jan Plesinger said. &ldquo;We honestly believe that it is better for parents, teachers and principals to find a compromise, hopefully a definitive one. It is a compromise that will have a price in the future.&rdquo;<\/p>\n<p style=\"text-align: justify\">The official added that the OSCE does not want to say what the final solution is.<\/p>\n<p style=\"text-align: justify\">&ldquo;This depends on the negotiations between Chisinau and Tiraspol,&rdquo; the official continued. &ldquo;We only can make some recommendations which seem very logical to us.&rdquo;<\/p>\n<p style=\"text-align: justify\">Vlad Spanu, the head of the Moldova Foundation, based in Washington, D.C., argues that the OSCE report fully ignored the real drawback of the education system in Transnistria.<\/p>\n<p style=\"text-align: justify\">&ldquo;Instead of having a report on the whole issue of education in institutions subordinated to the separatist regime in the Transnistrian region, recommending to Russia and Tiraspol to bring to &#8216;normality&#8217; all schools, the recommendations offer, in fact, to put under the lid of Tiraspol the eight Romanian language schools subordinated to the central authorities of the Republic of Moldova,&rdquo; Vlad Spanu pointed out.<\/p>\n<p style=\"text-align: justify\">Moldovan leadership did not yet comment on the content of the report published by the OSCE.
