The freedom of movement is the main issue on the agenda for the upcoming round of negotiations on “5+2” format for the Transnistrian conflict resolution. The talks will be held on February 18-19 in Lviv, Ukraine.<\/p>\n

The Special Representative of the OSCE Chairperson-in-Office for conflicts, Ambassador Andrii Deshchytsia who travelled to Moldova recently said that the conflicting sides agreed upon continuing the settlement of the conflict and urged Chisinau and Tiraspol to come with a positive approach to Lviv.<\/p>\n

“I have listened carefully to both sides and I believe we have a common understanding of the next stages of the negotiation process,” Andrii Deshchytsia said, quoted in an OSCE press release. “I underlined the need to come to Lviv with a positive approach and willingness for real results.”<\/p>\n

The OSCE official met with Eugen Carpov, the Moldovan chief negotiator and the head of the Transnistrian region, Evgheny Shevchuk, as well as the region’s chief negotiator, Nina Shtanski.<\/p>\n

Although several specific issues will be tackled during the upcoming talks, the situation of the Latin-script schools from the Transnistrian region is not on the agenda. A report drafted by the OSCE in November 2012 and published by MOLDOVA.ORG showed that the organization suggested the schools activating in the separatist region to gain so-called “legitimacy” from the self-established authorities.<\/p>\n

Ion Manole, attorney at Promo-LEX Association – a think tank based in Chisinau – said that this report will further politicize the Latin-script schools issue in Transnistria.<\/p>\n

“It is difficult to understand the authors’ logic and therefore, I refuse to believe that the OSCE bears the burden of this content,” Ion Manole said in a comment sent to Lyndon Allin, an employee of the OSCE Mission to Moldova.<\/p>\n

The report<\/a> also suggests modifying the content of history and geography textbooks. The teachers of the Romanian schools in Transnistria said that such a recommendation is very worrisome and they demanded a meeting with the OSCE staff before officially publishing the report. However, the principals and teachers of these schools could meet the OSCE officials only after the report was made public.<\/p>\n

A so-called language policy adopted in 1992 and 1994 by the self-established region forces all the Romanian language schools to teach based on Soviet-styled textbooks and in Russian language. They prohibited the use of the Latin alphabet in schools, as well as appealed to forcible eviction of teachers and students from Latin-script schools.<\/p>\n

Nevertheless, OSCE argues that the report aims to find mutual understanding between sides and find a solution.<\/p>\n

“This report is to help the decision-makers on both banks of the Nistru River to find a mutually acceptable solution to this longstanding and complex issue,” said Ambassador Jennifer Brush, the Head of the OSCE Mission to Moldova. “Progress on the school issue would advance one of the main goals of the settlement process, which is to help resolve problems that affect everyday lives of the people.”<\/p>\n

The OSCE has not yet come up with concrete mechanisms to resolve the problem of the pressure Russia puts on the teachers and students studying in Romanian in the Transnistrian region, a region which is mainly populated by Russian-speaking people. The harassment and intimidation of these students and educational staff has been brought to the attention of the European Court of Human Rights.<\/p>\n

Russia was sued<\/a> on this issue in mid October 2012 and was requested to pay 1.2 million Euro to the plaintiffs. However, the Russian Federation did not comply with the Court’s ruling, and fully ignored it while still pretending to be a member of the Council of Europe, which has to respect human rights and the territorial integrity of other countries. <\/p>\n","protected":false},"excerpt":{"rendered":"
