Differences of opinion amongst the ruling coalition members &ndash; the Alliance for European Integration (AEI) &ndash; have split the governing group amidst a recent shooting incident in which some politicians took part and which ended with casualties which were kept secret.<\/p>\n<p>Several resignations followed this incident in the past few weeks and conflicts of interests sparked when politicians attempted to defend their properties and public status. The state&rsquo;s problems seem to have been forgotten about by the politicians.<\/p>\n<p>For instance, on Wednesday (February 6), a group of nine Russian officials from State Duma and scholars will travel to Tiraspol, the so-called capital of Moldova&rsquo;s separatist region of Transnistria, to take part in a conference called: &ldquo;Adjustment of the local legislation to the Russian one &ndash; baseline of the Transnistrian statehood.&rdquo;<\/p>\n<p>However, none of the political elite from Chisinau &#8211; the capital of Moldova &ndash; is concerned about this meeting. No reaction has come from Moldova. The visit to Transnistria becomes a mockery of Moldova since the delegation will land in Chisinau and then travel on land to the separatist region. Nobody from the Moldovan side is doing anything to prevent such a farce taking place. The lack of interest and even involvement in this issue proves once again that the Moldovan political leadership is weak and maybe unwilling to settle this conflict as they are not averting any backlashes from the only aim they have &ndash; Russia to withdraw its troops from Transnistria.<\/p>\n<p>The &ldquo;5+2&rdquo; talks of the Transnistrian conflict resolution are designed to enhance the trust and cooperation between the conflicting parties, but apparently they have not achieved  any efficient results in the many years the talks have been taking place .<\/p>\n<p>Russia seems to continually play its cards without paying attention to Moldova&rsquo;s international stature as an independent and sovereign state. The Russian troops continue to stay on the ground in the Eastern part of Moldova (Transnistrian region). These so-called &ldquo;peacekeeping forces&rdquo; do not do anything but bully the people who wish to travel to the region, preventing the persons of their right to freedom of movement within the country.<\/p>\n<p>The Organization for Security and Cooperation in Europe (OSCE) which is involved as a mediator in the conflict, did not succeed in gathering grand achievements in the almost 20 years it has been a part of the negotiation format.<\/p>\n<p>A recent report issued by the OSCE in regard to the difficulties experienced by the Latin-script schools in Transnistria comes with recommendations and statements about the issue, but no significant contribution is being provided.<\/p>\n<p>&ldquo;This report is to help the decision-makers on both banks of the Dniestr River  to find a mutually acceptable solution to this longstanding and complex issue,&rdquo; said Ambassador Jennifer Brush, the Head of the OSCE Mission to Moldova. &ldquo;Progress on the school issue would advance one of the main goals of the settlement process, which is to help resolve problems that affect everyday lives of the people.&rdquo;<\/p>\n<p>The OSCE has not yet come up with concrete mechanisms to resolve the problem of the pressure Russia puts on the teachers and students studying in Romanian in the Transnistrian region, a region which is mainly populated by Russian-speaking people. The harassment and intimidation of these students and educational staff has been brought to the attention of the European Court of Human Rights.<\/p>\n<p>Russia was sued on this issue and was requested to pay 1.2 million Euro to the plaintiffs. However, the <a href=\"http:\/\/politicom.moldova.org\/news\/russia-ignores-the-echrs-rule-over-violation-of-right-to-education-in-transnistria-235000-eng.html\">Russian Federation did not comply with the Court&rsquo;s ruling<\/a>, and fully ignored it whilst still pretending to be a member of the Council of Europe, which has to respect human rights and the territorial integrity of other countries.<\/p>\n<p>OSCE High Commissioner on National Minorities, Knut Vollebaek said recently that &ldquo;the children&rsquo;s right to education should not be politicized.&rdquo; Nevertheless, the politicians in Moldova and the OSCE officials come up with statements, opinions and recommendations, however, nobody is willing to dive into a frank dialogue with conditional clauses which would stop the abuse of the students who want to study in their native language &ndash; Romanian.<\/p>\n<p>At the beginning of the month, the Deputy Minister for Reintegration, Eugen Carpov praised the OSCE involvement and achievement of &ldquo;tangible&rdquo; results.<\/p>\n<p>&ldquo;During 2012, the Irish OSCE Chairmanship has made possible pragmatic and consistent negotiations,&rdquo; Eugen Carpov said.<\/p>\n<p>Even though some progress was made, the main issue of the conflict &ndash; the Russian troops deployed in Moldovan territory &ndash; was not solved. The soldiers continue to remain armed at the so-called checkpoints between the banks of the Nistru River which separates Moldova from its secessionist region. Therefore, the right to freedom of movement within the country is violated.<\/p>\n<p>Moreover, the Russian military forces are staying illegally on the ground without the consent of the host country. Moldova and also the Council of Europe have repeatedly demanded that Russia withdraw its troops.
