The question regarding changing the current status of the peacekeeping mission in Transnistria is supported by some Romanian voices. Iulian Chifu, Advisor for Strategic Affairs and International Security of Romanian President Traian Basescu, said in an interview with MOLDOVA.ORG that it is a simple procedure which is related to political will.<\/p>\n

“We have a security zone and ‘peacekeeping’ forces there just for the sake of the process, not to accomplish its goal,” Iulian Chifu said.<\/p>\n

A year ago, the Council of Europe suggested the replacement of the current peacekeeping contingent from Transnistria with an international civil peace-keeping mission.<\/p>\n

“The regional militarization can lead to clashes between residents and troops which block free movement,” the Romanian Advisor for Strategic Affairs and International Security said. “However, there are no issues between the populations from both banks of the Nistru River.”<\/p>\n

Iulian Chifu believes that an actor, if part of the conflict, should leave its position as a mediator and become a negotiator on his own, referring indirectly to Russia.<\/p>\n

“If it is part of the conflict, with its own agenda and interests, then it should leave the position of mediator and become negotiator on its own, so that its claimed legal interests can be taken into account,” the expert said.<\/p>\n

He added that the only factor which maintains the status-quo of the conflict seems to be the intervention of a third party, of a “peacekeeper.”<\/p>\n

The Transnistrian conflict settlement is discussed in the “5+2” format. It includes representatives of the sides, mediators and observers in the negotiation process – Moldova and Transnistria (as negotiators), Russia, Ukraine and the OSCE (as mediators), and the US and the EU (as observers).<\/p>\n

Transnistria is an internationally unrecognized entity proclaimed in Tiraspol on September 2, 1990, initially styled the Moldavian Transnistrian Soviet Socialist Republic. Currently known as the Moldavian Transnistrian Republic, this breakaway entity consists of a narrow strip of land (180 km by 32 km) nestled between the east bank of the Nistru River and the border of Moldova with Ukraine, on a small part of what used to be, between 1924 and 1940, the Moldavian Autonomous Soviet Socialist Republic.<\/p>\n

In 1992 escalated a conflict between Moldova and Russia over this territory. A cease-fire was signed the same year by president of Russia Boris Yeltsin and president of Moldova Mircea Snegur.
