Weeks away from the important visit of the EU Commission President Jose Manuel Barroso to Moldova, the analysts here still try to interpret the message the EU official delivered to the Eastern European country. Although some believe that Barroso’s message was clear, Ion Tabarta – Professor of International Relations at “Constantin Stere” University – said the EU official’s speech had a double meaning.<\/p>\n

He points out that Barroso gave hope to Moldova that it might become part of the European Union one day but not in the near future.<\/p>\n

“The double message of the President of the European Commission allows the Republic of Moldova to still place hope in the prospect of accession, probably similar to that of the Western Balkan states, but in the near and medium future this is not very likely to happen,” Ion Tabarta said in an op-ed for Moldova’s Foreign Policy Statewatch report issued by IDIS “Viitorul.”<\/p>\n

The author of the report says that Moldova expresses its ambitions as a candidate state through the implementation of the provisions of the Association Agreement that is expected to be concluded and signed at the end of 2013. However, he says, “Brussels does not recognize these ambitions.”<\/p>\n

Ion Tabarta argues that Moldova has registered the best progress from amongst the six countries of the Eastern Partnership of the European Union. According to him, the EU needs a “success story” at its Eastern frontier.<\/p>\n

“The EU suggests to the Republic of Moldova that its “success” is only the first level and there is a long way up to go,” Ion Tabarta noted.<\/p>\n

During his two-day visit to Moldova at the end of November this year, Jose Manuel Barroso praised Moldova for the reforms it has implemented so far and encouraged the people and the politicians to keep their “commitment to the European perspective of Moldova.”<\/p>\n

Referring to the consistency and speed of changes made by Moldova in the past three years, he stated that such reforms have a transformative impact.<\/p>\n
