The settlement should be made with respect to the territorial integrity and statehood of the Republic of Moldova, whereas its breakaway region should be granted a special status.<\/p>\n<p>&ldquo;Political settlement of the Transnistrian conflict involves the achievement of territorial integrity and security of the unitary state the Republic of Moldova, where the Transnistrian region will have a special status adopted by organic law and strengthened in the Basic Law of the State,&rdquo; the document states.<\/p>\n<p>The authors of the proposed memorandum say that Transnistria will have an autonomous territory with regional legislation that should &ldquo;not come into conflict with the Constitution and legislation of the Republic of Moldova.&rdquo; As the document says, the administration from Tiraspol will be part of the Moldovan state administration but will enjoy a high degree of autonomy. Moreover, if the memorandum is taken into account, then Transnistria will be represented by one deputy in the Parliament of Moldova.<\/p>\n<p>Ion Manole from Promo-LEX Association &#8212; a Chisinau-based NGO &ndash; said that although many support this scenario, there are people or public figures that are afraid to publicly express their support.<\/p>\n<p>&ldquo;There are organizations that advocate this memorandum but those who support it and fear to speak out. Indeed, there are also organizations who openly say they are against this document,&rdquo; Ion Manole said.<\/p>\n<p>Chief Executive officer Liubomir Chiriac of IDIS &bdquo;Viitorul&rdquo; think tank said the settlement of this conflict will be the full withdrawal of foreign troops, weaponry and munitions stationed in Moldova.<\/p>\n<p>&bdquo;The complete settlement of the Transnistrian conflict and reintegration of the Republic of Moldova implies withdrawing foreign army, weaponry and munitions from the ground and removing the Security Zone,&rdquo; Liubomir Chiriac said.<\/p>\n<p>A previous similar document named Kozak Memorandum was rejected in 2003 amid public opposition expressed through massive street demonstrations that rallied against the Moldovan President&rsquo;s initiative to establish a confederation of two sovereign states.<\/p>\n<p>Transnistria is an internationally unrecognized entity proclaimed in Tiraspol on September 2, 1990, initially styled the Moldavian Transnistrian Soviet Socialist Republic. Currently known as the Moldavian Transnistrian Republic, this breakaway entity consists of a narrow strip of land (180 km by 32 km) nestled between the east bank of the Nistru River and the border of Moldova with Ukraine, on a small part of what used to be, between 1924 and 1940, the Moldavian Autonomous Soviet Socialist Republic.<\/p>\n<p>In 1992 escalated a conflict between Moldova and Russia over this territory. A cease-fire was signed the same year by president of Russia Boris Yeltsin and president of Moldova Mircea Snegur. An agreement to withdraw all Russian forces from the trans-Nistrian districts of the Republic of Moldova was signed by Moldovan Prime Minister Andrei Sangheli and Russian Prime Minister Victor Chernomyrdin in 1994.
