Prominent leaders of the world attended the OSCE summit in Dublin these days which ended on Friday. Roughly 70 delegations and 55 foreign ministers – among them the U.S. Secretary of State Hillary Clinton and the Russian Foreign Minister Sergey Lavrov – were present at the grand final of Ireland’s 2012 Chairmanship of OSCE.<\/p>\n

The delegations concluded their achievements and failures of this year and showed a strong support for the “5+2” negotiation format of the Transnistrian conflict. According to an OSCE press release, for the first time in many years, the officials expressed unanimous support for the Transnistrian conflict resolution.<\/p>\n

“I am pleased to announce that all participating States have agreed on a joint statement reaffirming their strong support for a negotiated, comprehensive, just and viable solution to the conflict,” said the OSCE Chairperson Eamon Gilmore. “Progress on protracted conflicts and sharing the lessons of the Northern Ireland peace process were priorities of the 2012 Irish Chairmanship of the OSCE.”<\/p>\n

Moldovan Ministry of Foreign Affairs and European Integration says the foreign ministers have issued a joint declaration regarding the Transnistrian conflict settlement within the “5+2” format.<\/p>\n

The document emphasizes the support of OSCE member states for “a negotiated, comprehensive, just and viable resolution of the Transnistrian conflict based on the sovereignty and territorial integrity of the Republic of Moldova with a special status for Transnistria that fully guarantees the human, political, economic and social rights of its population.”<\/p>\n

The same OSCE statement says that the states “express satisfaction that the resumption of work in the “5+2” format has been accompanied by reactivation of the work of the expert working groups and of direct contacts between the sides, which have led to concrete achievements of benefit to the local population such as resumption of rail freight traffic through the Transnistrian region.<\/p>\n

Moldova’s neighbor – Ukraine – will take over the OSCE Chairmanship in 2013 after Ireland.  <\/p>\n

Transnistria is an internationally unrecognized entity proclaimed in Tiraspol on September 2, 1990, initially styled the Moldavian Transnistrian Soviet Socialist Republic. Currently known as the Moldavian Transnistrian Republic, this breakaway entity consists of a narrow strip of land (180 km by 32 km) nestled between the east bank of the Nistru River and the border of Moldova with Ukraine, on a small part of what used to be, between 1924 and 1940, the Moldavian Autonomous Soviet Socialist Republic.<\/p>\n

In 1992 escalated a conflict between Moldova and Russia over this territory. A cease-fire was signed the same year by president of Russia Boris Yeltsin and president of Moldova Mircea Snegur. An agreement to withdraw all Russian forces from the trans-Nistrian districts of the Republic of Moldova was signed by Moldovan Prime Minister Andrei Sangheli and Russian Prime Minister Victor Chernomyrdin in 1994. It stipulated that the 14th Army was to leave the Republic of Moldova within three years, but the agreement was never ratified by the Duma, Russia’s legislature.<\/p>\n

The Transnistrian conflict settlement is made within the “5+2” format.
