During the latest round of talks on the Transnistrian conflict resolution which were concluded in Dublin on Friday, the “5+2” officials reviewed the progress achieved in 2012. New issues were not discussed.<\/p>\n

According to an OSCE press release, the talks were greeted by Lucinda Creighton, Irish Minister for European Affairs representing the OSCE Chair-in-Office.<\/p>\n

“We have been encouraged by the progress achieved in the Transnistrian settlement process, particularly during the earlier part of this year,” Lucinda Creighton said. “Whether it is in the context of the “5+2” process or on a bilateral level between the sides, the agreements reached have established an important level of trust and confidence.”<\/p>\n

In 2012 the conflicting parties have restored the freight rail transport between both banks of Nistru River which separates Transnistria by Moldova. Progress to a certain extent has also been registered in the field of human rights protection. An illegally-detained Moldovan police officer was freed from jail a few weeks ago amid pressure from both Moldova and international organizations.<\/p>\n

Special Representative of the OSCE Chairperson-in-Office for the Transnistrian settlement process, Erwan Fouéré chaired the last meeting under the Irish Chairmanship.<\/p>\n

“As we mark the first anniversary of the resumption of the official negotiations we welcome the high level of interaction of the sides that resulted in an agreement on the ground rules for these negotiations, as well as the important role that can be played by the civil society and the media on both sides of the river,” Erwan Fouéré said.<\/p>\n

“We have also witnessed an excellent rapport between the leaders that led to the resumption of rail services and agreements in other areas.”<\/p>\n

Although some progress has been achieved, not every decision taken was fully respected or implemented.<\/p>\n

President of the OSCE Mission to Moldova, Jennifer Brush urged the parts to consider the recommendation made by experts on law enforcement and disaster readiness issues.<\/p>\n

“These proposals have been with them since July and include creating an anti-crime taskforce and basic preparedness for emergencies,” Ms. Brush said. “Resolution of these issues will benefit people on both sides of the River.”<\/p>\n

The next round of “5+2” talks will be organized in February 2013 during the Ukrainian OSCE Chairmanship. They will take place in Lviv, Ukraine.<\/p>\n

The “5+2” format includes representatives of the sides, mediators and observers in the negotiation process – Moldova, Transnistria, Russia, Ukraine and the OSCE (as mediators), and the US and the EU (as observers).<\/p>\n

Transnistria is an internationally unrecognized entity proclaimed in Tiraspol on September 2, 1990, initially styled the Moldavian Transnistrian Soviet Socialist Republic. Currently known as the Moldavian Transnistrian Republic, this breakaway entity consists of a narrow strip of land (180 km by 32 km) nestled between the east bank of the Nistru River and the border of Moldova with Ukraine, on a small part of what used to be, between 1924 and 1940, the Moldavian Autonomous Soviet Socialist Republic.<\/p>\n

In 1992 escalated a conflict between Moldova and Russia over this territory. A cease-fire was signed the same year by president of Russia Boris Yeltsin and president of Moldova Mircea Snegur. An agreement to withdraw all Russian forces from the trans-Nistrian districts of the Republic of Moldova was signed by Moldovan Prime Minister Andrei Sangheli and Russian Prime Minister Victor Chernomyrdin in 1994.
