After the Russian envoy for the Transnistrian conflict, Dmitry Rogozin, visited Chisinau on Friday, the President said in a press conference that Russia should withdraw its military forces first and then negotiate the opportunity to open a consular mission in Tiraspol, the so-called capital of Transnistria.<\/p>\n<p>However, Moldovan Premier Vlad Filat said in an interview with Radio Free Europe\/Radio Liberty (RFE\/RL) that he does not see any reasons why a consulate in Tiraspol should not be opened, as long as it complies with both  international and national criteria.<\/p>\n<p>&ldquo;We will continue the talks in a professional manner during the consular consultations that will take place on November 22,&rdquo; Vlad Filat told RFE\/RL. &ldquo;We will discuss and take decisions on behalf of the national interest of the Republic of Moldova with respect to our sovereignty.&rdquo;<\/p>\n<p>During his visit to Moldova, Dmitry Rogozin asked the Moldovan officials to give Russia permission to open two consulates: one in Balti, Moldova&rsquo;s second largest city and one in Tiraspol, a town located in the separatist region which is out of the reach of Moldovan administrative control.<\/p>\n<p>The Moldovan side agreed upon opening a consulate in Balti, however, the issue concerning the consulate in Tiraspol still has to be negotiated.<\/p>\n<p>&ldquo;We wait for a response as soon as possible,&rdquo; Dmitry Rogozin said. If there are any limitations, we are ready to discuss them. We have concluded the talks concerning the consulate in Tiraspol, while the one in Balti is basically decided.&rdquo;<\/p>\n<p>A significant number of Russian citizens are concentrated in Balti and Tiraspol . Although in the case of the consulate in Balti the procedures to open it are legal and can proceed, the mission in Tiraspol becomes problematic. Since the territory of Transnistria is out of control of the Moldovan authorities, no security, immunity or communication channels can be established and assured.<\/p>\n<p>Transnistria is an internationally unrecognized entity proclaimed in Tiraspol on September 2, 1990, initially styled the Moldavian Transnistrian Soviet Socialist Republic. Currently known as the Moldavian Transnistrian Republic, this breakaway entity consists of a narrow strip of land (180 km by 32 km) nestled between the east bank of the Nistru River and the border of Moldova with Ukraine, on a small part of what used to be, between 1924 and 1940, the Moldavian Autonomous Soviet Socialist Republic.<\/p>\n<p>In 1992 escalated a conflict between Moldova and Russia over this territory. A cease-fire was signed the same year by president of Russia Boris Yeltsin and president of Moldova Mircea Snegur. An agreement to withdraw all Russian forces from the trans-Nistrian districts of the Republic of Moldova was signed by Moldovan Prime Minister Andrei Sangheli and Russian Prime Minister Victor Chernomyrdin in 1994. It stipulated that the 14th Army was to leave the Republic of Moldova within three years, but the agreement was never ratified by the Duma, Russia&rsquo;s legislature.<\/p>\n<p>The Transnistrian conflict settlement is made within the &ldquo;5+2&rdquo; format.
