Moldova’s breakaway region of Transnistria struggles with an ongoing process of human rights violations. Commissioner of the Council of Europe in charge with the Human Rights issue in Transnistria, Thomas Hammarberg told MOLDOVA.ORG that there are many problems when it comes to putting people in prison. According to him, the Transnistrian leadership does not provide humane conditions in prisons for those who were not yet proved to have violated the law.<\/p>\n

“There are problems within the system when it comes to those on demand. You do not put these people in prison before they get this problem proven,” Thomas Hammarberg said.<\/p>\n

The statement comes after Hammarberg concluded some meetings with the victims of the separatist region. He has learnt that many imprisoned people live in inhuman conditions, most of them without being guilty.<\/p>\n

“The conditions in prisons should be humane,” Hammarberg explained.<\/p>\n

The CoE expert is about to draft a report in which he will include cases of human rights violations in Transnistria and make suggestions to change the situation. He said that he has already given some names to the Ministry of Justice and it is up to them to take action.<\/p>\n

“I will write a report and identify human rights problems in Transnistria and then suggest recommendations on what should be done in order to change the situation,” Thomas Hammarberg said. “It is up to everyone both the people and international organizations to react on these cases.”<\/p>\n<\/p>\n

Transnistria is an internationally unrecognized entity proclaimed in Tiraspol on September 2, 1990, initially styled the Moldavian Transnistrian Soviet Socialist Republic. Currently known as the Moldavian Transnistrian Republic, this breakaway entity consists of a narrow strip of land (180 km by 32 km) nestled between the east bank of the Nistru River and the border of Moldova with Ukraine, on a small part of what used to be, between 1924 and 1940, the Moldavian Autonomous Soviet Socialist Republic.<\/p>\n

In 1992 escalated a conflict between Moldova and Russia over this territory. A cease-fire was signed the same year by president of Russia Boris Yeltsin and president of Moldova Mircea Snegur. An agreement to withdraw all Russian forces from the trans-Nistrian districts of the Republic of Moldova was signed by Moldovan Prime Minister Andrei Sangheli and Russian Prime Minister Victor Chernomyrdin in 1994. It stipulated that the 14th Army was to leave the Republic of Moldova within three years, but the agreement was never ratified by the Duma, Russia’s legislature.<\/p>\n

The Transnistrian conflict settlement is made within the “5+2” format.
