An OSCE working group organized a field trip in Moldova and Transnistria to get an on-the-ground feel for the current situation. The delegation, led by the Special Representative of the OSCE Chairperson-in-Office for the Transnistrian settlement process, Ambassador Erwan Fouéré, travelled from Chisinau to Tiraspol by train and stopped over at the Gura Bicului Bridge over the Nistru River. This bridge remains a subject which has yet to be tackled within the “5+2” talks.<\/p>\n

“As a next step in building trust, I am appealing to the sides to resolve the outstanding issues that are preventing the full opening of the Gura Bicului Bridge,” Erwan Fouéré said. “Reopening of this bridge would send a powerful message of progress and make a positive impact on the lives of the people on both banks of the river.”<\/p>\n

The OSCE official stressed the need of a working trip to aid the preparation of the next “5+2” talks which are scheduled to take place November 27-30th in Dublin. He mentioned that progress must be achieved within these negotiations, by which he refered to the impact the civil society and media have in the Transnistrian conflict management.<\/p>\n

“I would encourage continued regular meetings of the two chief negotiators,” he said. “Regular contact is the best way to prepare for our next official meeting in Dublin at the end of this month.”<\/p>\n

Erwan Fouéré highlighted the need of media involvement in the resolution of this conflict amidst a decision of the Transnistrian administration to ban the broadcasting of the Chisinau-based Publika TV news station and Moldova’s national channel, Moldova1. In a statement for Publika TV, Fouéré said he finds this action regrettable.<\/p>\n

“It is a great pity, because it is the people who will suffer and not the owners of the channel,” explained Ambassador Erwan Fouéré.<\/p>\n

Transnistria is an internationally unrecognized entity proclaimed in Tiraspol on September 2, 1990, initially styled the Moldavian Transnistrian Soviet Socialist Republic. Currently known as the Moldavian Transnistrian Republic, this breakaway entity consists of a narrow strip of land (180 km by 32 km) nestled between the east bank of the Nistru River and the border of Moldova with Ukraine, on a small part of what used to be, between 1924 and 1940, the Moldavian Autonomous Soviet Socialist Republic.<\/p>\n

In 1992 escalated a conflict between Moldova and Russia over this territory. A cease-fire was signed the same year by president of Russia Boris Yeltsin and president of Moldova Mircea Snegur. An agreement to withdraw all Russian forces from the trans-Nistrian districts of the Republic of Moldova was signed by Moldovan Prime Minister Andrei Sangheli and Russian Prime Minister Victor Chernomyrdin in 1994. It stipulated that the 14th Army was to leave the Republic of Moldova within three years, but the agreement was never ratified by the Duma, Russia’s legislature.<\/p>\n
