Russia wants to open two consulates in Moldova. One of it might be established in Moldova’s second largest city of Balti, while the second one is planned to be opened in Tiraspol, the so-called capital of the country’s breakaway region of Transnistria.<\/p>\n

An important number of Russian citizens live in both Moldovan cities.<\/p>\n

The idea about opening a consulate in Tiraspol came months ago during the visit of Dmitry Rogozin who is the Russian envoy in charge of the Transnistrian conflict.<\/p>\n

The issue about opening the consulates will be discussed in Chisinau on November 16-17 when the Russian official is going to visit Moldova and its separatist region.<\/p>\n

Rogozin said that opening a consulate does not mean recognizing Transnistria as an independent state.<\/p>\n

“A consulate is not an embassy. Our embassy is headquartered in Chisinau,” Dmitry Rogozin said, quoted by RIA NOVOSTI<\/a>.<\/p>\n

The President of Promo-Lex association of Moldova, Ion Manole previously told Moldova.ORG that he welcomes the idea of opening a Russian consulate in Tiraspol if the necessary requirements are obeyed.<\/p>\n

“A consulate is designed to educate their citizens to respect the laws within the host state. When the foreign citizens do not obey the rules, the diplomatic staff is the one who has to deal with the issue, being obliged to defend its citizens,” Ion Manole said. <\/p>\n

Transnistria is an internationally unrecognized entity proclaimed in Tiraspol on September 2, 1990, initially styled the Moldavian Transnistrian Soviet Socialist Republic. Currently known as the Moldavian Transnistrian Republic, this breakaway entity consists of a narrow strip of land (180 km by 32 km) nestled between the east bank of the Nistru River and the border of Moldova with Ukraine, on a small part of what used to be, between 1924 and 1940, the Moldavian Autonomous Soviet Socialist Republic.<\/p>\n

In 1992 escalated a conflict between Moldova and Russia over this territory. A cease-fire was signed the same year by president of Russia Boris Yeltsin and president of Moldova Mircea Snegur. An agreement to withdraw all Russian forces from the trans-Nistrian districts of the Republic of Moldova was signed by Moldovan Prime Minister Andrei Sangheli and Russian Prime Minister Victor Chernomyrdin in 1994. It stipulated that the 14th Army was to leave the Republic of Moldova within three years, but the agreement was never ratified by the Duma, Russia’s legislature.<\/p>\n

The Transnistrian conflict settlement is made within the “5+2” format.
