European Parliament Member Monica Macovei said that Moldova has a real chance to have the Association Agreement with the European Union signed by the end of 2013 if the country will continue the reforms in the same pace.<\/p>\n

Although the country has advanced significantly, there are still a lot of things to be done, the official says.<\/p>\n

“The law on financing political parties and electoral campaign must be changed,” Monica Macovei said in an interview with Radio Free Europe\/Radio Liberty.<\/p>\n

Ms. Macovei pointed out that there is need of coherent and clear measures of investigation as a tool of the Justice Ministry for performing their duties. She also referred to the Moldovan judges’ privileges and immunities, a fact she has never heard before. The idea is to prosecute the judges, as well, if they have committed any irregularities. In Moldova, the judges cannot be convicted without the approval of the Superior Council of Magistrates.<\/p>\n

“I was surprised to find out that the judges have immunity in Moldova, meaning that one cannot begin an investigation against any judge without a prior approval of the Superior Council of Magistrates,” the European official said.<\/p>\n

Monica Macovei is the head of the delegation to the EU-Moldova Parliamentary Cooperation Committee within the European Parliament.
