The criminal justice system in Moldova needs to be revised. This is the conclusion of Thomas Hammarberg, UN Senior Expert on Human Rights in Transnistria who visited Moldova and its breakaway region on September 16-25.<\/p>\n

“I believe that the criminal justice system needs to be reviewed,” Mr. Hammarberg said. “I have heard extensive accounts of sentences which appear to be overly long. These sentences frequently follow long periods spent in detention before and during trial, before the person is found guilty.”<\/p>\n

During his visit, the UN official had meetings with officials from both Moldova and Transnistria and visited several civil society organizations and Glinnae Penitentiary 1.<\/p>\n

Thomas Hammarberg has learnt that the imprisoned persons face irreparable harm “caused by an overly punitive system.” According to him, the system is not sufficiently oriented towards reintegration and rehabilitation.<\/p>\n

Among his conclusions is that tuberculosis in prisons is a major problem in Moldova. Many people with TBC are staying in close proximity with each other.<\/p>\n

“This increases the risk that a person infected by tuberculosis may contract a second strain of tuberculosis, and therefore become much more difficult to treat,” the UN official pointed out. “This is both very dangerous for the person concerned, as well as a major public health risk.”<\/p>\n

Thomas Hammarberg urges the international community to offer more resources to support the Moldovan authorities in dealing with the issue as quick as possible. His full, comprehensive report including recommendations on human rights protection will be drafted by the end of 2012.
