The document shows the total number of children being imprisoned as decreasing significantly by 68%.<\/p>\n<p>&ldquo;A drop in absolute terms of the number of children in detention, the rate of children being placed in pre-trial detention as a proportion of all children accused, and the proportion of children placed in prison of all children sentenced had reduced from 7% and 14% (2007) to 2% and 9% (2010), respectively,&rdquo; the UNICEF report proved.<\/p>\n<p>In their research, the same UN body found relevant the activities implemented by the Moldovan authorities in the process of bringing law and practice into compliance with the international regulations. The study reports that in order to fully comply with the standards of the international human rights, the children should have access to a qualitative legal representation.<\/p>\n<p>&ldquo;This is necessary to ensure that children have access to justice and can claim their rights,&rdquo; UNICEF said in their report.<\/p>\n<p>Although UNICEF found the results as positive, the international organization gave some recommendations on short-, medium- and long-term to better improve the juvenile justice system in Moldova.<\/p>\n<p>On long-term, UNICEF suggested the Moldovan Government to develop a centralized data collection system on the justice for children led by the Ministry of Justice. On medium-term, the organization recommends the development and implementation of an alternative legal aid provision for children in conflict with the law.<\/p>\n<p>&ldquo;This could be achieved either by re-activating the specialist public defender programme for children in conflict with the law, or by supporting a accreditation system for specialized legal aid lawyers, which could involve the provision of training and registration of specialized lawyers who may take children&rsquo;s cases,&rdquo; the report pointed out.<\/p>\n<p>On short-term, UNICEF believes that Moldova should allocate a part of the state budget to the payment of registered mediator, while the Ministry of Justice should consider whether the Probation Service would be the best placed institution to implement mediation.<\/p>\n<p>UNICEF started working in the field of juvenile justice in Moldova in 2001 with the purpose of supporting the Government to address gaps between international juvenile justice laws and domestic laws and practices, which had resulted in children&rsquo;s rights not being fully protected within the system in the Republic of Moldova.
