The opinion is expressed by Igor Botan, the executive director of the Association for Participatory Democracy (ADEPT), in an interview with Radio Free Europe\/Radio Liberty.<\/p>\n<p>&ldquo;Neither in Transnistria, nor in the Republic of Moldova federalization is wanted,&rdquo; the political expert said. At the same time, &ldquo;the recognition of Transnistria [as independent state] does not bring advantages to anybody, probably for the Transnistrian elite either. Russian Federation would be the only country which could recognize Transnistria, but they won&rsquo;t do this thing.&rdquo;<\/p>\n<p>There have been speculations over a possible federalization of Moldova as a solution for the Transnistrian conflict. The allegation was rejected by many officials.<\/p>\n<p>Igor Botan emphasizes that positive dynamics within the dialogue between Chisinau and Tiraspol can be observed.<\/p>\n<p>&ldquo;The imports of Moldovan goods in Transnistria increased by three times immediately after the fees have been removed. All these are only achievements,&rdquo; Mr. Botan explained.<\/p>\n<p>After several negotiations between the leadership of Moldova and Transnistria took place this year, the freight rail traffic has been resumed. Some confidence-building measures have been taken by the Government of Moldova, as well as the international community in order to re-establish trust on both banks of Nistru River.<\/p>\n<p>&quot;The EU welcomes the resumption of freight rail traffic through the Transnistrian region of the Republic of Moldova. It is first of all a crucial step forward for restoring confidence between the sides to the Transnistrian issue. It is also excellent news for the business community and the people living on the two banks of the Nistru,&rdquo; the EU Commissioner Catherine Ashton said.<\/p>\n<p>Transnistria is an internationally unrecognized entity proclaimed in Tiraspol on September 2, 1990, initially styled the Moldavian Transnistrian Soviet Socialist Republic. Currently known as the Moldavian Transnistrian Republic, this breakaway entity consists of a narrow strip of land (180 km by 32 km) nestled between the east bank of the Nistru River and the border of Moldova with Ukraine, on a small part of what used to be, between 1924 and 1940, the Moldavian Autonomous Soviet Socialist Republic.<\/p>\n<p>In 1992 escalated a conflict between Moldova and Russia over this territory. A cease-fire was signed the same year by president of Russia Boris Yeltsin and president of Moldova Mircea Snegur.&nbsp;An agreement to withdraw all Russian forces from the trans-Nistrian districts of the Republic of Moldova was signed by Moldovan Prime Minister Andrei Sangheli and Russian Prime Minister Victor Chernomyrdin in 1994.
