After thirty eight years of trade restrictions for the former Soviet states, the U.S. House of Ways and Means Committee approved the repeal of the Jackson-Vanik Amendment for the Republic of Moldova and Russia. The Amendment was imposed to the Soviet Union in 1974 on the grounds of human rights violations. After the dissolution of the USSR, the Amendment applied to all new established republics, including Moldova.<\/p>\n

The Moldovan politicians have continuously demanded from the U.S. Government to repeal the sanctions applied to Moldova. Somehow, the U.S. officials decided to work on that plan for both Moldova and Russia at the same time.<\/p>\n

“Russia’s ascension to the World Trade Organization (WTO) will happen on August 22, giving our foreign competitors more access to the Russian market,” the Committee in charge with the problem informed.<\/p>\n

The American side is hopeful that such a move will create more jobs for Americans by selling their goods and services on the Russian market.<\/p>\n

The “committee vote moves us one step closer to ensuring we have a level playing field when competing to sell our goods and services to the growing Russian market, which will help create more American jobs,” the same body said. “Given the strong bipartisan support, as exemplified by the unanimous vote in the Senate Finance Committee as well as the voice vote today in the Ways and Means Committee, there is no reason to delay.”<\/p>\n

Moldova will also significantly benefit if the exemption from the Jackson-Vanik Amendment will be achieved. In a statement inquiry, the Press Office of the US Embassy in Moldova informed that the Obama Administration is very much behind this effort, but they want that happen.<\/p>\n

“By ending Jackson-Vanik and granting Permanent Normal Trade Relations to Moldova, Moldovan businesses would gain additional and privileged access to the U.S. export market. Moldovan goods currently have access to U.S. markets through exemptions to the legislation that have been applied on an annual basis,” the press office of the U.S. Embassy in Chisinau told Moldova.ORG.<\/p>\n

According to the American diplomatic mission, the legislation to exempt the Republic of Moldova from the Amendment would normalize access to the American market.<\/p>\n

“There is strong interest in Congress for granting normal trade relations to Moldova. The Obama Administration has been reaching out to Congress this year, and a bill to exempt Jackson-Vanik has passed two key committees, in both the House and the Senate. We look forward to Congress’s continued action on the matter when it returns from recess,” the Press Office of the U.S Embassy said.<\/p>\n

U.S. Senator John McCain previously announced he took the commitment to support the efforts of withdrawing the Jackson-Vanik Amendment for Moldova. According to him, the United States is heavily interested in the successful transformations within the ex-Soviet region. John McCain visited Moldova in June 2011 after Moldova’s Prime Minister Vlad Filat sent him an official invitation.<\/p>\n

However, it is America’s interest to exempt these countries from Jackson-Vanik Amendment due to the large export market which they provide, especially the Russian Federation. According to the experts in economics and development, if Russia joins the World Trade Organization and establishes good trade relations with the United States, then the export to Russia will increase 1.5 times of its current amount.
