OSCE Secretary General Lamberto Zannier believes that the Transnistrian conflict resolution is in the hands of the sides. In an exclusive interview with Radio Free Europe\/Radio Liberty newsroom in Chisinau, the OSCE official said his organization is doing everything possible to facilitate the settlement of the conflict, however the final solution depends on the sides.<\/p>\n

“We would like — from the OSCE side — to do whatever we can to facilitate its resolution, but at the end of the day it is in the hands of the sides. It is difficult for me to predict the outcome of this process or speculate about the agenda. It is the sides that have to determine what the end is,” Lamberto Zannier said.<\/p>\n

The OSCE official is on a two-day visit to Moldova and Transnistria where he is about to discuss OSCE work and the Transnistrian settlement process.<\/p>\n

According to him, there are some improvements in the conflict resolution process in Transnistria, but there is still a lot of work to be done.<\/p>\n

“I see some positive dynamics developing. I take this as a promising sign of a good will and a sign that the sides want to be constructive in addressing an issue that still remains very difficult in substance,” the OSCE Secretary General claimed. He added that OSCE is “willing to facilitate this even further to all channels formal and informal, including the “5+2” talks and the contacts between the people.”<\/p>\n

Germany has expressed an active interest in the settlement of the Transnistrian conflict. Last month Germany organized a private conference in the Southern town of Rottach-Egern, an isolated region at the German-Austrian border. At the meeting were present Moldovan Premier Vlad Filat together with the leader of Transnistria Evgeny Shevchuk, as well as OSCE and German officials.<\/p>\n

Mr. Zannier believes that Germany had a significant role in supporting this conflict resolution.<\/p>\n

“Germany has given its sole contribution in confidence building measures. The Germans have played an important role in supporting this process. I think in initiatives of this kind, even though they can’t solve the issue, they can certainly raise the visibility, raise the political attention and facilitate the process,” the OSCE Secretary General said.<\/p>\n

The German Chancellor Angela Merkel is due to travel to Moldova in August this year. It is going to be the first visit of a German Chancellor to the Republic of Moldova.<\/p>\n

Former EU envoy to Moldova Kalman Mizsei previously said that Germany’s involvement in the case is a positive thing.<\/p>\n

“Given the weight of Germany in the eyes of the Russians within Europe, this is positive. It is important that the German efforts remain embedded in the European foreign policy framework and I feel that this is the case,” Mr. Mizsei said in an interview.<\/p>\n

According to him, a stronger international involvement in the issue would have “deeper roots and would be healthier.”<\/p>\n

Prior to the conference in Rottach-Egern, unofficial sources stated that Germany would come up with a federalization solution for the Transnistrian conflict, fact unwanted by the Moldovan side. The OSCE Secretary General suggests that Moldova should not dramatize when they hear any potential solution being taken into consideration.<\/p>\n

“Any plan for the settlement that is mutually acceptable and mutually beneficial to the sides is good for us. So, I don’t think we should be pushing for any solution, but we shouldn’t be dramatizing either when we hear that one is being considered or another. Because at the end of the day the only solution that is agreed by all is the one we will be taking seriously into consideration,” stated Lamberto Zannier.<\/p>\n

According to Vladimir Socor, a political analyst at Jamestown Foundation, the talks about federalization are being carrying out at the idea, suggestion level. He said that Moldova would have no advantages from a federalization solution.<\/p>\n

“The benefits would be null, and the risks would be absolute. Any kind of federalization of Moldova means the dissolution of the state. It would transform the Republic of Moldova from a state in practically non-governed states, divided in small feudal principalities,” Vladimir Socor said.<\/p>\n

The OSCE Secretary General thinks that the peacekeeping forces deployed in Transnistria should be reformed by coming up with ways to improve the mechanism. There has been put pressure on the international bodies to replace the current peacekeeping mission, which exists in a military format and which falls short of the UN peacekeeping standards, with a genuinely civil mission under an international mandate.<\/p>\n

“It is important to look into ways to adapt mechanisms to the new developments and to improve them. Changes to the peacekeeping format have to be discussed carefully and have to be approved with the decision and concurrence of everybody,” the OSCE official said.<\/p>\n

As a solution to reunify Moldova, OSCE is planning on creating a Euratlantic and Eurasian security community “that encompasses everything.”<\/p>\n

“It brings the whole region together. This would create a platform for integration that is not contradictory in a way with these agendas.
