Transnistria, Moldova’s breakaway region, is quite dependent on Russia and the European Union. The statement was made by Kalman Mizsei, the former EU Special Representative to the Republic of Moldova in an interview with Moldova.ORG.<\/p>\n

“The internal political changes in Transnistria stand out but one also needs to know that the Transnistrians are so dependent on the external factors – particularly Russia but increasingly also the EU – that democratization that Shevchuk’s unexpected, and by the Russians unwanted, election victory signalized is necessarily fragile,” Kalman Mizsei said.<\/p>\n

According to him, Moldovan Premier Vlad Filat is the politician who understands the best the developments of the conflict.<\/p>\n

A “positive factor is the attitude of Prime Minister Filat who understands best the complexities and dynamics of this conflict of any top politician I have worked with. Besides him I have had great colleagues in the position of negotiator and in other positions. But the number of politicians in Moldova who understand the country’s interests in this as well as the logic of the conflict still remains very, very few,” claims Mr. Mizsei.<\/p>\n

The former EU envoy to Moldova worked closely with most of the statesmen currently ruling the country. However, he is disappointed by some politicians who defend only their own interests instead of those of the country. According to him, the confidence building measures are very important in the Transnistrian conflict resolution process.<\/p>\n

“Rational approach to the conflict is crucial and understanding the importance of confidence building within the framework of the efforts for a solid settlement is essential,” the former EU Special Representative said. He also thinks that the involvement of Germany in this issue is a positive thing.<\/p>\n

“[There is a] positive change is the interest of the Germans, also personally of Chancellor Merkel, in solving this conflict. This started already in my time, in 2010. Given the weight of Germany in the eyes of the Russians within Europe, this is positive. It is important that the German efforts remain embedded in the European foreign policy framework and I feel that this is the case,” Mr. Mizsei told Moldova.ORG.<\/p>\n

Being asked to explain what would be the best solution for this conflict, Mr. Mizsei said that the involvement of the international community is a strong asset. Also, the reunification process can take place only through mutual respect and understanding on between both banks of Nistru River.<\/p>\n

“Reunification can either happen through building bridges of understanding on the basis of mutual respect or from above as a result of an agreement of the international factors above the heads of the so called conflicting parties. The first case, that also presupposes strong international involvement, would have deeper roots and would be healthier,” explained Kalman Mizsei who holds a PhD in Economics.<\/p>\n

“The name of unitary state or federation does not make a difference. What does is the distribution of constitutional powers, roles of the central authorities and of the Transnistrian region and the quality and feasibility of international guarantees. Clearly, there needs to be a strong delegation of power to Transnistria, stronger than in the case of Gagauzia,” said. Mr. Mizsei, continuing by saying that a decrease of the Transnistrian vetoes will give more Transnistrian democratic self-governance. <\/p>\n

Transnistria is an internationally unrecognized entity proclaimed in Tiraspol on September 2, 1990, initially styled the Moldavian Transnistrian Soviet Socialist Republic. Currently known as the Moldavian Transnistrian Republic, this breakaway entity consists of a narrow strip of land (180 km by 32 km) nestled between the east bank of the Nistru River and the border of Moldova with Ukraine, on a small part of what used to be, between 1924 and 1940, the Moldavian Autonomous Soviet Socialist Republic.<\/p>\n

In 1992 escalated a conflict between Moldova and Russia over this territory. A cease-fire was signed the same year by president of Russia Boris Yeltsin and president of Moldova Mircea Snegur. An agreement to withdraw all Russian forces from the trans-Nistrian districts of the Republic of Moldova was signed by Moldovan Prime Minister Andrei Sangheli and Russian Prime Minister Victor Chernomyrdin in 1994.
