The OSCE Mission to Moldova is satisfied with the second round of negotiations on Transnistria in format “5+2” recently held in Dublin. According to Mr. Jan Plesinger, the acting Head of the Mission, the Dublin session was the first one with new officials from Tiraspol and the first one under the Irish Chairmanship of the OSCE.<\/p>\n

“First of all I need to emphasize that the spirit of the talks was friendly with no hostility whatsoever and with a very open atmosphere. While we were able to attain only modest results – we are all convinced that we are, albeit slowly, moving forward,” Mr. Plesinger told Moldova.ORG.<\/p>\n

According to him, the parts could not comply with an agreement to assure the equality between sides.<\/p>\n

“In such complicated negotiations, learning to know each other and understanding each others’ positions is important. There are complicated issues both from a legal and political point of view, such as equality of the Sides, where we haven’t been able to reach agreement so far,” added the acting Head of the OSCE Mission to Moldova.<\/p>\n

Mr. Jan Plesinger thinks that the negotiations have evolved. He appreciates the effort and commitment of the Sides to agree on strengthening the trust for future negotiations.<\/p>\n

“We are on a good way to agree on principles and procedures of negotiations and we have already started to talk about more substantial issues important for the Sides that should be a backbone of future negotiations. And, of course, the Sides’ commitment to continue the talks in the format 5+2 is not a minor achievement,” said Mr. Plesinger.<\/p>\n
