The main speaker was Ambassador Dirk Brengelmann, NATO&rsquo;s Assistant Secretary General for Political Affairs and Security Policy. The meeting Agenda was the New NATO Strategic Concept and the Perspectives for partner countries.<\/p>\n<p>The essence of this new partnership concept is to develop a new approach to modern realities, to achieve greater efficiency and flexibility of the Collective Security and Defense System.<\/p>\n<p>Among other important issues raised during the seminar there were: reconfirmation and renewal of relations with the 28 current members of NATO and its partners, crisis prevention, stabilization of the conflict situations and a creation a world that is not threaten by the nuclear danger. NATO wants to transform the security structures. The recent Prague summit is only the first step towards these objectives.<\/p>\n<p>The Union intends to assess and to measure the implementation of new strategies to understand whether the new concept is successful. Thus, the next summit will be held in the U.S. and it will focus on synthesis and analysis of the work on new goals and objectives that sound mostly in the phrase &quot;To be prepared to defend ourselves.&quot;<\/p>\n<p>The document, developed at the recent summit, is very important, because such agreements are developed only once in 10 years. The main points that were on the agenda of the summit are the defense civilians, territories, fighting terrorism and combating the threat of mass destruction. With reference to the existing reality of the global financial crisis, NATO should take into account their capabilities and carry out a smart defense policy, which needs multinational cooperation. Ambassador compared it with building muscles.<\/p>\n<p>Another theme represented on the seminar was the International Security Assistance Force (ISAF) in Afghanistan, and policies relating to the Libyan regime. The civilian population of those regions needs support and protection. Mr. Brengelmann announced that the presence of NATO forces in the region near the Libyan is decided to be extended for another 90 days since June.<\/p>\n<p>Talking about the policy of partnership the ambassador said that there has been developed the so-called &quot;Berlin Partner Package&quot;, which provides the European Atlantic Partnership dialogue and the Partnership tool work document, which essence is to let all interested member countries and NATO partners to have an equal access to co-operational activities with the Alliance.<\/p>\n<p>The ambassador enumerated  Australia, New Zealand, Japan, North Korea, Afghanistan, Pakistan and even Colombia, Argentina, Mongolia, Congo, Malaysia, China and India among those co local partners and partners in individual operations and projects. Variety of countries should not be surprising because we should understand that there will never be known where from a threat may come, and therefore it is important to support international collaboration.<\/p>\n<p>NATO discussed not only the matters of security, but also intends to continue trainings and support for defense education, develop the network of defense institutions and to assist the civilian population in emergency cases. <br \/>\nThe Alliance is actively cooperating with the EU and the UN to establish an effective dialogue. NATO is also forging ties with Russia.<\/p>\n<p>&quot;Today we need to have a look on our resources and to make better use of what we have,&quot; said Dirk Brengelmann. <br \/>\nRegarding the prospects of NATO&#8217;s relations with Moldova there were marked assistance in security sector reform. Since the North Atlantic Alliance supports the promotion of democratic values in the country, institutional and regulatory modernization in the security sector.<\/p>\n<p>Priority area of cooperation with members of the Alliance for Moldova is also the situational planning of civil emergencies. The Alliance cooperates with Moldovan Military Academy.
