In Chisinau there are more and more signals indicating the lack of judicial independence and willingness of the Moldovan political class to reform this area. Last disclosure relates to a fund of 2 million that a large group of judges is believed to maintain on dirty money to insure themselves parliamentary political support.<\/p>\n

Justice in the Republic of Moldova turns into great danger. Even though you’re right and apply the correct legal procedure, but do not give bribes – you lose the files. The former Moldovan Minister of Justice Ion Paduraru, currently vice president of the Bar Council of of Moldova has shocked public opinion these days with extremely tough statements. He said the Moldovan justice is not an instrument to defend citizens’ rights and is subordinated to the oligarchs in Parliament.<\/p>\n

Ion Paduraru called concrete persons, including Parliament First Vice President , Vlad Plahotniuk, one of the most controversial businessmen of the Republic of Moldova who made impressive fortunes during communist rule.
\nIon Paduraru, "I make reference to Vlad Plahotniuk who has become notorious in this regard, who is said to control many processes of justice, including the Economic Court and the Supreme Court. I refer to the President of the Court of Appeals, Colenco, the former President of the Economic Court, Nama\u0454co … Rotari, Ploughman, etc.. "
\nIn reply, Vlad Plahotniuk said Ion Paduraru’s statements are not true.<\/p>\n

After much discussion and conflicting, Moldovan government plans to create a council that would develop a strategy to reform the judiciary.<\/p>\n

But, surprise! Last week, while Prime Minister Filat was in official visit in Germany, interim President Marian Lupu has created a National Council for justice reform by decree and appointed Vlad Plahotniuk its Vice President.
\nOther Council members are heads of institutions to be reformed. "Under these circumstances justice can not be reformed," said Liberal Democrat MP, Tudor Deliu:<\/p>\n

"Are these people willing to dig themselves pits with their own hands? I’m sure there is some interest. "
\nDirector of the Institute for Public Policy in Chisinau, Arcadie Barbarosie, argues that "the Moldovan justice turned into a corporation" and ex-Justice Minister Ion Paduraru, went further.<\/p>\n

In his opinion, justice serves the interests of mobsters, and certain groups of judges have created , a fund of dirty money of 2 million euros to "convince", when time comes, some lawmakers to vote against the draft settlement of economic courts that are already in Parliament.<\/p>\n

Previously, the press wrote that businessmen in particular lacked business overnight through these courts . Ion Paduraru:<\/p>\n

"The political forces do not find common ground even in such a vital issue for future statehood – combating crime relationships and deeper reforming. If you don’t have where to defend – you can not defend from any of that police officers, or a "Ryder" attack because you can not defend yourself even if you’re right. In case you apply the procedure correctly and legally and you can not defend yourself – it means that there is no good in the society. In our case, unfortunately, the justice situation has worsened so much…. And I wonder at the state leaders tolerance with levers to change that situation. "<\/p>\n

Former Minister of Justice accused members of the Superior Council of Magistracy of not taking action into disciplinary excoriation judges involved in political-mafia schemes. SCM President refused to comment on statements made by Ion Paduraru.<\/p>\n
