Most of them noted that the agricultural season is in full swing, the winter cereal crops wintered well, and the sowing of the spring crops is held in the established terms.<\/p>\n<p>As for the crime-related situation, the commissioners unveiled the figures recorded in the first quarter of 2011, actions undertaken to discover the crimes, as well as the carried out prophylaxis measures. The commissioners said that most offences deal with house thefts and traffic accidents caused by excessive alcohol consumption.<\/p>\n<p>As far as a case in the Baimaclia village is concerned, where more minors severely beat their fellow, Vlad Filat asked the local authorities to carry out, along with the police, an awareness-raising campaign to draw attention to this case and not to allow repeating such a situation. Also, the prime minister asked the leadership of all the districts to present detailed information on children without parental care in a short period.<\/p>\n<p>&quot;Please document all the cases, the situation of these children and we should intervene where necessary. The children need our care,&quot; the prime minister specified.<\/p>\n<p>A subject discussed by most district heads was focused on the agriculture&#8217;s subsidization. The prime minister said that a regulation on providing subsidies in agriculture is to be approved at the next parliament meeting, due not later than the second half of May.<\/p>\n<p>Another topic debated at the videoconference dealt with the danger of possible floods and measures to prevent them. The leadership of the districts that are in the risk zones said that the situation is presently under control, and there is no flood danger. The leadership of the southern Cantemir district thanked the prime minister for the assistance given to mitigate the consequences of the last summer floods. The unveiled report shows that the people whose agricultural plantations were flooded received compensations worth 1,000 lei for each hectare of farmland. As for the situation of the settlements in the central Hincesti district, affected by the 2010 summer floods, Vlad Filat said that he will visit the flood-hit region this week and will discuss each problem at a meeting.<\/p>\n<p>The participants in the meeting also spoke about a fire that occurred in the Cupcini settlement, northern Edinet district. A report presented by the district leadership shows that six apartments were completely destroyed in the wake of the fire, 24 were partially spoiled, and almost one third of the hostel&#8217;s roof was burned. No casualties were reported. The fire&#8217;s reason was an inadequate use of household appliances. The damages inflicted by the fire are estimated at 500,000 lei, not including the destroyed goods.<\/p>\n<p>The prime minister asked for a comprehensive analysis of the situation, stressing that the government will intervene to help the homeless people.<\/p>\n<p>Vlad Filat asked the district&#8217;s leadership and police commissioners to demand assistance if necessary. The prime minister also requested maximum of responsibility while managing the situation during this week, when the Easter of the Departed is marked in Moldova.
