\nThe Moldovan Ministry of Justice and the Ministry of Foreign Affairs and European Integration are the least transparent institutions in Moldova in what concerns decision-making, say experts from the Association for Participatory Democracy (ADEPT).<\/p>\n

On Tuesday, they held in Infotag the presentation of their Report on the monitoring of transparency at making decisions within the central public administration in 2010.<\/p>\n

ADEPT Programs Coordinator Cristina Cojocaru said at the presentation that the monitoring covered 24 central governance structures, and the researchers analyzed 402 draft decisions placed on the structures’ websites so as to determine the degree of the ministries’ adherence to the 2008 Law on Transparency.<\/p>\n

"Some organs have noticeably advanced in implementing the provisions of this law. These are the Ministry of the Interior, the Ministry of Health, the Ministry of Informational and Telecommunication Technologies, the national Border Guard Service, National Bureau of Statistics. Other structures are somewhat lagging behind, such as the Ministry of Justice, the Ministry of Foreign Affairs and European Integration, the National Bureau for Inter-Ethnic Relations, the Agencies for Material Reserves and for Tourism, the Moldsilva national forestry administration, as well as the Ministries of Education and of Culture. Paradoxically enough, but the Ministry of Justice, which itself drafted the said Law and set transparency and accountability standards, does not wish to abide by the rules", said Cojocaru.<\/p>\n

ADEPT Executive Director Igor Botan is convinced that the civil society should put more pressure on the authorities that are called to observe legislation and to be more active in passing such decisions as, e.g. on banning grain exports.<\/p>\n

According to the ADEPT Report, ministries and other structures of government publish only each third draft decision so that to let citizens read them and send in their opinions and considerations.<\/p>\n

ADEPT Programs Coordinator Elena Prohnitchi said the authorities constantly complain they lack workers and funding for paying decent salaries to employees responsible for transparency maintenance.
