\nThere exists no need to hold a constitutional referendum or an extra early parliamentary election in the Republic of Moldova in the nearest future, the President of the Parliamentary Assembly of the Council of Europe, Mevlut Cavusoglu, stated at a news conference in Chisinau on Wednesday.<\/p>\n

Mr. Cavusoglu called the parliamentary majority and the Communist opposition to a dialog for the sake of overcoming a continuing political crisis.<\/p>\n

"Over shorter than 2 years, Moldova had to hold three parliamentary elections and a constitutional referendum. The country cannot continue living like that. The representatives of all parliamentary parties have agreed that Moldova needs neither a referendum nor parliamentary elections in the near future. In 2009, the PACE passed a Resolution on this issue, having called upon the opposition and the governing alliance to start negotiations on a compromise. Now, more than one year after the document adoption, this call is acquiring yet a greater urgency. The Parliamentary Assembly can promote a quest for solution to overcome the deadlock Moldova has been in now", said Mevlut Cavusoglu.<\/p>\n

The PACE President stressed that the solution, which Moldovan politicians will eventually achieve, should be based on a broad consensus.<\/p>\n

"A consensus can lead to stability and proper functioning of democratic institutions in Moldova. Decisions should correspond to the laws and the Constitution of the Republic of Moldova, and to the Council of Europe standards. I have recommended to the Moldovan authorities to remain in constant touch with the Venice Commission of the Council of Europe", said the PACE President.<\/p>\n

He voiced hope that a president in Moldova will be elected in the nearest future, and "until then, I am calling on the sides concerned to take part in the Parliament’s work. A boycott is no way out. PACE is still continuing its monitoring of Moldova, and we have proposed the opposition and parliamentary majority to focus on implementing the republic’s commitments to the Council of Europe. Reforms will simplify your Euro-integration as well".<\/p>\n

Mevlut Cavusoglu also remarked that he has no right to speak out his opinion on the Communist Party’s proposal to elect a politically neutral, non-partisan person to the presidential post.<\/p>\n

The guest said he had offered parliamentary parties an idea to consider amending the Constitution in a way to prevent situations like the one now, when the Parliament appears to be unable to elect a head of state.<\/p>\n

During his February 8-9 visit to Chisinau, Mevlut Cavusoglu had meetings Acting President Marian Lupu, Prime Minister Vladimir Filat, Minister of Foreign Affairs and European Integration Iurie Leanca, the leaders of parliamentary factions.<\/p>\n

That was the diplomat’s 3rd visit to this republic. The first one was when he headed the delegation of PACE observers to the July 29, 2009 parliamentary elections.
