The Ministry expressed profound concern about that step, undertaken by the Ukrainian side without a preliminary agreement with the Moldovan authorities.<\/p>\n<p>The Ministry presumes such actions will not certainly promote the pragmatic and constructive dialog on border demarcation that has settled between the neighbor countries in 2010.<\/p>\n<p>Infotag&#8217;s dossier: Situated in southeastern Moldova practically on the border with Ukraine, Palanca and its farmlands form kind of a &#8216;nose&#8217;, or a peninsular, intruding, as can be seen on the map, quite deeply to the east. Decades ago, the Soviet Government built a strategic-importance highway there, linking the Black Sea southern coastal regions with the rest of Ukraine. When the place was a part of the vast Soviet Union, nobody indeed cared to build the highway in detour of the then administrative border with Moldova, so the road ran along its shortest, straight route &#8211; via Palanca.<\/p>\n<p>And it was only after the breakup of the USSR that the two new independent states, Moldova and Ukraine, came to realize that a 7.7-km-long portion of the highway appears to run via the Moldovan territory. Moreover, the road separated Palanca residential quarters from peasants&#8217; farmlands &#8211; approximately 1 thousand hectares of fields and pastures.<\/p>\n<p>All subsequent independence years Kiev had begged Chisinau to give this short road piece to Ukraine, and, in exchange, had offered Moldova 400 meters of the Ukrainian coast on the Danube River &#8211; the land Moldova needed so badly to expand the tiny territory of the Giurgiulesti International Free Port that was being built then.<\/p>\n<p>In 2001, the two countries signed a protocol, according to which the Palanca road portion became Ukraine&#8217;s property, but the land under the highway remained de jure the Moldovan property. Ukraine imposed a strict border control on the new &#8216;asphalt property&#8217;, and the villagers came to face real border-crossing problems each time they headed to their fields or were coming back home in the evening. And all these 9 years they have been demanding justice.<\/p>\n<p>In June 2010, Chisinau hosted Moldo-Ukrainian consultations, and the Republic of Moldova officially recognized upon the negotiation completion that the said 7.7-km-long peace of the Odessa-Reni highway and, essentially, the land under the highway section shall now on be officially regarded as Ukraine&#8217;s property.<\/p>\n<p>The parties have worked out the draft Act on equipping on the site the boundary of the land plot on which runs the Palanca portion of the Ukrainian highway. So, already in the nearest future, profiled officials and technical specialists will install boundary marks and signs on the terrain.<\/p>\n<p>According to bilateral accords reached, the operation and maintenance of the road portion concerned shall be completely on Ukraine.
