\nPrime Minister Vlad Filat participated in an international conference on integrated border management, held in Chisinau on 15-16 November, the government’s communications and press relations department has said.<\/p>\n

The event is organized by the EU Border Assistance Mission to Moldova and Ukraine (EUBAM) and the Moldovan Border Guard Service. Fifteen states and 14 European international organizations, as well as representatives of the diplomatic corps accredited in Chisinau participate in the meeting.<\/p>\n

Prime Minister Vlad Filat welcomed the holding of the conference in Chisinau. He stressed the interest and importance which Moldova gives to border security aspects.<\/p>\n

Vlad Filat said that professional border management fits into the European integration process – a fundamental priority of Moldova’s domestic and foreign policy. The prime minister specified that the Moldova-EU dialogue is presently focused on talks on a new agreement between Moldova and the European Union, creation of a zone of comprehensive trade, advancement of the dialogue on a free visa regime.<\/p>\n

"We want to speed up the development of our relations with the EU, implicitly by fully turning to account the opportunities given by the development in the border field to establish transparent frontiers, open for legal activities, but, at the same time, safe obstacles to the prevention and combating of cross-border crimes," Vlad Filat said.<\/p>\n

The prime minister highly appreciated the measures taken by the European Commission Delegation in Moldova, the European Union member states to promote a climate of security and cooperation in the region, through implementing diverse EU assistance projects.<\/p>\n

"We are firmly confident that the role of the European partners as vital actors in the European security architecture should be further consolidated," Vlad Filat said.<\/p>\n

The prime minister highlighted the importance of relations with European partners for the Moldovan border guard officerss. He stressed that these ties had special contribution within the provided assistance to adjust the work of the Border Guard Service to the European standards.<\/p>\n

Vlad Filat also recalled Moldova’s cooperation with the European Commission Delegation in Chisinau to implement the project Establishment of Mobile and Fixed Communication Network for Border Guard Service, cooperation with EUBAM and a strategic partnership with the FRONTEX Agency of the European Union. He said that the partnership is characterized by joint operational activities, development of institutional abilities and measures of training, as well as pilot projects on focus points.<\/p>\n

"Moldova will turn to account the opportunities offered by the collaboration within the Mobility Partnership with the EU, regional cooperation in Central and South Eastern Europe, Eastern Partnership, and will participate in the most important projects meant to step up the latter, as well as topic-related platforms of cooperation. We proved that we are willing and able to comply with our commitments and cooperate in the Moldova-EU mutual interest," Vlad Filat stressed.<\/p>\n

At the same time, the prime minister said that one of the pre-conditions of the European integration is to ensure an adequate level of border security. "While taking into account this, consistent steps are taken to create an efficient border management system meeting the European standards and exigencies," Vlad Filat said.<\/p>\n

Prime Minister Vlad Filat said that the treaty on the Moldovan-Romanian state border regime was signed in Bucharest last week. At a meeting on 10 November,<\/p>\n

the cabinet approved a 2011-2013 national strategy for the state border integrated management.<\/p>\n

"The strategy has ambitious, but pragmatic provisions. We know our view on how to apply the integrated border management system, and we are determined to apply this view," Vlad Filat said.<\/p>\n

The prime minister said that the system should ensure the ratio between the free crossing of the state border by people, efficient development of economic relations, person-to-person relations and aspects of border security. At the same time, the system should create a safe barrier to the international terrorism, illegal migration, contraband and other cross-border offences.<\/p>\n

"The state border’s security and transparency represents one of the pre-requisites for Moldova’s well-being, which may be achieved only by coordinated activity of all the state authorities, civil society and cooperation with the international partners. Moldova will boost the process of reforms in the fields of justice, freedom and security, that are essential for any discussion on the borders efficient management and facilitating the dialogue on the visa regime’s liberalization," Vlad Filat said.<\/p>\n

The adviser to the Hungarian interior minister, Istvan Samu, and the executive director of the FRONTEX Agency, Ilkka Laitinen, spoke about their experience in border management and fight against illegal migration.
