{"id":167173,"date":"2010-11-16T11:47:32","date_gmt":"2010-11-16T11:47:32","guid":{"rendered":"http:\/\/new.moldova.org\/2010\/11\/16\/moldovan-president-sends-letter-to-nato-secretary-general-213904-eng\/"},"modified":"2010-11-16T11:47:32","modified_gmt":"2010-11-16T11:47:32","slug":"moldovan-president-sends-letter-to-nato-secretary-general-213904-eng","status":"publish","type":"post","link":"https:\/\/www.moldova.org\/en\/moldovan-president-sends-letter-to-nato-secretary-general-213904-eng\/","title":{"rendered":"Moldovan president sends letter to NATO secretary-general"},"content":{"rendered":"<span class=\"span-reading-time rt-reading-time\" style=\"display: block;\"><span class=\"rt-label rt-prefix\">Reading Time: <\/span> <span class=\"rt-time\"> 3<\/span> <span class=\"rt-label rt-postfix\">minutes<\/span><\/span><p>\nActing President, Parliament Speaker Mihai Ghimpu has sent a letter to NATO Secretary-General Anders Rasmussen, the presidential press service has said.<\/p>\n<p>The letter says:<\/p>\n<p>&quot;Your Excellency,<\/p>\n<p>In the context of talks on the enlivening of the Conventional Armed Forces in Europe Treaty (CFE Treaty) and preparations for the OSCE Summit in Astana, I address to you on an extremely important subject for the security and future of the Republic of Moldova, which is the withdrawal of Russian troops from Moldova&#8217;s territory.<\/p>\n<p>Although almost 20 years have passed since the Republic of Moldova proclaimed its independence, and Russia committed to withdraw its troops from the Republic of Moldova both at the bilateral and multilateral levels, for instance, at the 1999 OSCE summit in Istanbul, the latter continue to be based in the eastern districts, thus violating norms of the international legislation and the Constitution of the Republic of Moldova, which prohibits the deployment of foreign troops on the territory of the sovereign and independent state Republic of Moldova.<\/p>\n<p>The Russian troops based in our state are not only a source of permanent danger to the security of the Republic of Moldova, but also a source fuelling separatism, given that the Tiraspol breakaway leaders view the presence of the Russian troops as moral, political and material support for their actions. Thus, the Russian troops based on the territory of the Republic of Moldova seriously undermine the efforts of the international community to peacefully settle the Transnistrian conflict.<\/p>\n<p>In the context of talks aimed at enlivening the CFE Treaty held in Vienna and Brussels, it would be regrettable if one &quot;tries&quot; to save this important document for the European security by overlooking the non-fulfilment of Russia&#8217;s Istanbul commitments on the Republic of Moldova. The treaty cannot be enlivened for such a price, and I ask for your support in order to prevent such injustice towards the Republic of Moldova.<\/p>\n<p>The idea to present &quot;the principle of consent by the host country&quot; in the CFE Treaty as a substitution to the commitment to pull out the Russian troops from the Republic of Moldova is not convincing. This is not a new principle, as it is included in the stipulations of the Adapted CFE Treaty. Moreover, it is included in the OSCE Code of Conduct on political and military aspects of security, and this did not prevent Russia from illegally keeping its troops in the breakaway Transnistrian republic.<\/p>\n<p>In Istanbul, Russia committed to withdraw its troops in a concrete period, but &quot;the principle of consent by the host country&quot; does not see the withdrawal of troops, but their presence in Transnistria with the consent of the host country. Subsequently, the &quot;the principle of consent by the host country&quot; may become a blackmail tool used by the Russian Federation in relations with the Republic of Moldova. The Russian Federation may blackmail the Republic of Moldova that if it does not consent to its military presence in Transnistria, then the only thing Russia will have to do will be to recognize Transnistria in order to secure &quot;the principle of consent by the host country&quot; from the self-proclaimed &quot;Transnistrian Moldovan republic&quot;. We should recall that presently, Russia says that it does not need Georgia&#8217;s consent to keep its troops in Abkhazia and South Ossetia because it has the consent of these two unrecognized entities.<\/p>\n<p>Ultimately, Russia will keep claiming that given the fact that &quot;the principle of consent by the host country&quot; is stipulated in a treaty on conventional armament, the principle does not refer to the Russian troops based in Transnistria, because there are no conventional ammunitions in the region any longer.<\/p>\n<p>I express hope that within the framework of the ongoing negotiations on the regime of armament control, the position of the Republic of Moldova on the illegal presence of the Russian troops on its territory &#8211; in particular the immediate, organized and complete withdrawal of the Russian troops from the territory of the Republic of Moldova &#8211; will be heard and taken into consideration by the states party to the CFE Treaty. Otherwise, the ratification of this &quot;enlivened&quot; treaty would be problematic.<\/p>\n<p>Your Excellency,<\/p>\n<p>Given the above-mentioned, I ask for your support for the cause of our state, which wants to live in peace and quiet on its territory without foreign troops.
