\nActing President Mihai Ghimpu has sent a letter to NATO Secretary-General Anders Rasmussen, in which he draws the Alliance’s attention to the instability triggered by the presence of the Russian troops in Moldova’s Transnistrian region. Holding a news briefing today, Mihai Ghimpu read out the letter which he sent on 9 November.<\/p>\n

Ghimpu explained that the letter had been sent in the context of talks between Russia and NATO countries on the enlivening of the Conventional Armed Forces in Europe Treaty (CFE Treaty), the enforcement of which Russia suspended in 2007.<\/p>\n

The idea to present "the principle of consent by the host country" in the CFE Treaty as a substitution to the commitment to pull out the Russian troops from Moldova is not convincing, because Russia disregards this fundamental principle, Ghimpu said. Proceeding from this principle, if Moldova does not consent to the presence of Russian troops, then Russia may recognized Transnistria as it did with South Ossetia and Abkhazia in order to preserve its troops here, he added.<\/p>\n

The president asked the North-Atlantic Treaty Organization not to accept the idea that a country party to the CFE treaty should be allowed to keep its army on the territory of another state as long as Russia does not withdraw its troops from Moldova.<\/p>\n

"Although almost 20 years have passed since Moldova proclaimed its independence, and Russia committed to withdraw its troops from Moldova both at the bilateral and multilateral levels, for instance, at the 1999 OSCE summit in Istanbul, the latter continue to be based in the eastern districts, thus violating norms of the international legislation and Moldova’s constitution," the acting president said.<\/p>\n

"The Russian troops based in our state are not only a source of permanent danger to Moldova’s security, but also a source fueling separatism, given that the Tiraspol breakaway leaders view the presence of the Russian troops as moral, political and material support for their actions," the letter sent to NATO secretary-general said.<\/p>\n

"In the context of talks aimed at enlivening the CFE Treaty held in Vienna and Brussels, it would be regrettable if one "tries" to save this important document for the European security by overlooking the non-fulfillment of Russia’s Istanbul commitments on Moldova. The treaty cannot be enlivened for such a price, and I ask for your support in order to prevent such injustice towards Moldova," Mihai Ghimpu stressed.<\/p>\n

In 2007, then Russian President Vladimir Putin suspended Russia’s participation in the CFE Treaty, as he believed that the United States’ intention to deploy anti-missile shields near Russia’s borders would jeopardize the security of Russia. Ahead of this, several NATO countries did not ratify the treaty, explaining this by the fact that Russia had not withdrawn its troops from Moldova and Georgia.<\/p>\n
