Moldovan and Russian political scientists appear to have different opinions on what the November 28 parliamentary elections are going to bring to Moldova.<\/p>\n

On Wednesday, the analysts took part in a Chisinau-Moscow live video bridge, which was dedicated to "Moldo-Russian relations: perspectives after the 2010 parliamentary elections", and Chisinau political scientist Nicolae Chirtoaca [Moldova’s former Ambassador Extraordinary and Plenipotentiary to the United States and Canada] offered an opinion that the forthcoming elections will create prerequisites for resolving a knotty political problem, which prevented the incumbent governing coalition from staying in the power for full 4 years – the election of a president.<\/p>\n

Analyst Bogdan Tardea said that during a whole year, the current Moldovan authorities were non-functional, and failed to overcome a political crisis.<\/p>\n

"Both the parliament and government were inefficient, but the republic has somehow achieved an economic growth and macro-economic stability. After the elections, the lingering political crisis may be overcome, and the political elites in parliament will be able to elect a president. The conflict phase will be overcome, and we will hopefully avoid the Ukrainian scenario of a permanent crisis", said Bogdan Tardea.<\/p>\n

However, in the opinion of the Grigory Trofimuk, Deputy Director of the Russian Center for Strategic Development Modeling, the November 28 elections may bring Moldova a chaos, which will only be deepening and strengthening with time.<\/p>\n

Vyacheslav Igrunov, Director of Russia’s International Institute for Humanitarian-Political Research, presumes the elections will not lead to overcoming the crisis: "Not only because the current balance of forces will remain almost unchanged in the next Parliament. The thing is, Moldova has been in the middle of its way to a functional democracy, and to cover the second half of the road, the main political elites must change their behaviour. Apparently, they are being driven presently not by national interests but by the interests of certain groups, clans, political parties, and most often – by their personal considerations. Meanwhile, the culture of compromise is quite weak in Moldova, so far".<\/p>\n

In his opinion, if the elections bring something analogous to the incumbent governing coalition, the political crisis will hardly be overcome.<\/p>\n

"If the Communist Party wins a majority of ballots, the question of compromises will be hanging in the air. The situation is complicated, and Russia will have to decide: is it possible to wage a stable policy and to reach agreements with a non-functional state, where usual mechanism do not work?
