The Moldovan opposition Party of Communists speaks against equal redistribution of MP mandates and advocates proportionate redistribution. The party has already submitted an initiative to this effect to the parliament’s Permanent Bureau.<\/p>\n

Giving a news conference, Communist MPs Grigore Petrenco and Anatolie Zagorodnii expressed outrage at the electoral amendments operated by the ruling alliance, noting that the move had not been coordinated with the Venice Commission.<\/p>\n

"It is unbelievable: political parties receiving fewer votes may secure their parliamentary majority. There is high probability that small parties that will get five per cent of votes will double the number of their mandates due to this amendment," Petrenco said<\/p>\n

Commenting on the matter, Parliament Speaker Mihai Ghimpu said that "the former system was unfair, because there are right-wing parties whose votes go to left-wing parties and a time will come when votes of left-wing parties will go to right-wing parties and this is not fair".<\/p>\n

Ghimpu said that it had not been necessary to coordinate the amendment with the Venice Commission. "This is not a single standard for everybody. Each state has its mechanisms," he noted.<\/p>\n

Until the last parliamentary elections, most undistributed mandates went to the party winning the highest number of MP seats. Last summer, the parliament amended the Electoral Code, establishing the procedure of equal redistribution of MP mandates. Thus, each party that will make it to the parliament will benefit from an equal number of undistributed mandates.<\/p>\n","protected":false},"excerpt":{"rendered":"
