Acting President Mihai Ghimpu today asked the Constitutional Court (CC) to confirm the existence of circumstances needed to disband the parliament as it failed to elect the Moldovan president, according the to CC’s webpage.<\/p>\n

In his inquiry, Ghimpu informed the CC about the two failures of the present parliament to elect the president on 10 November and 7 December 2009. The MPs of the coalition called Alliance for European Integration (AIE) put forward and each time voted for the leader of the Democratic Party (PD), Marian Lupu. They did not manage to gather the necessary number of 61 votes. The communist opposition (Party of Communists) boycotted the two voting procedures.<\/p>\n

Given that under the legislation, the parliament cannot be dissolved more often than once in one calendar year, there have been pre-requisites for the present parliament’s dissolution since 16 June 2010.<\/p>\n

Although the Party of Communists and extra-parliamentary parties have been asking for urgent dissolution of the parliament and holding of snap elections, the AIE parties wanted to return the right to elect the president to the people by initiating the 5 September referendum. On 8 September, the Central Election Commission is to declare the referendum invalid because of the insufficient voter turnout.<\/p>\n

The Constitutional Court should make public its ruling in 10 days. Afterwards, President Mihai Ghimpu is to dissolve the parliament and fix the date of the snap parliamentary elections.<\/p>\n","protected":false},"excerpt":{"rendered":"
