Deputy Prime Minister Victor Osipov at a today’s news briefing presented a Moldovan government’s declaration on the marking of the 20th anniversary of the creation of the unconstitutional regime in eastern Moldova, the government’s communications and press relations department has said.<\/p>\n

The declaration says:<\/p>\n

"Moldova’s government disapproves of the marking with pomp of the 20th anniversary of the self-proclamation of the unconstitutional regime in the country’s eastern districts. We deem as null also any gestures which would encourage the idea of separatist movements, set up before the collapse of the Soviet Union. At that time, the former Soviet oligarchy organized actions of insubordination to the authorities of the member republics in the regions where there were pre-requisites, so as to hinder the getting of the republic’s independence.<\/p>\n

Unfortunately, the coup d’etats and breakaway movements triggered tragic conflicts, with the most long-lasting ones in Abkhazia, Adzharia, Nagorno-Karabakh, Chechnya, South Ossetia, Transnistria. Any other explanations of that phenomena are secondary.<\/p>\n

The independent states treated in their own ways the wounds made by the authors of that insane scenarios. The Republic of Moldova also experienced a dramatic stage in the struggle for the defence of its independence and territorial integrity. But after it had overcome it, the Chisinau authorities was promoting exclusively peaceful means of the state’s reintegration and consolidation!<\/p>\n

The government’s acting programme, approved by the Alliance for European Integration (AIE) in the parliament, is being consistently implemented, and aims at identifying viable political solutions to the Transnistrian problem and measures to consolidate confidence between the sides. As a result, Chisinau and Tiraspol political representatives convene practically monthly, and the 5+2 format – quarterly. The sides also reiterated commitment to re-launch the official talks to settle the Transnistrian problem, interrupted in early 2006.<\/p>\n

The joint working groups to consolidate trust in different sectors have been re-activated. Some of them proved that practical results may be achieved as well, although certain optimizations are necessary.<\/p>\n

We also advanced in the elaboration of solutions to a string of old problems which affect the residents and economic agents: simplifying mechanisms and ways of import and export; full re-establishment of the railway communication; reconnection to the fixed telephony networks on the two banks of the Dniestre; supplying the Tiraspol-based oncology section with radioactive isotopes, etc. We are willing to back the resumption of the process of production at the Moldovan Metallurgical Plant, re-launch the passenger train Chisinau-Odessa, adjust also in other cases which have impact on the life of the people from the region.<\/p>\n

At the same time, we expect constructive answers to our questions, such as those on the re-establishment of normal conditions for the work of the Latin-script schools, ensuring the residents’ freedom of movement, etc. These efforts may be a success on condition that the sides effectively involve, the foreign partners really support us, and the level of mutual confidence increases.<\/p>\n

Against this background, the praising of an attempt of division, with military demonstrations, runs counter the constructive efforts on which the Moldovan society and the international community rely.<\/p>\n

As for the eventual guests from abroad, invited to actions in Tiraspol, Moldova’s government calls on other states’ representatives to abstain from such actions, as well as from statements which would harm the state’s independence, sovereignty and territorial integrity.
