The Republic of Moldova is a country based on the rule of law and it is our duty to ensure the observance of rights and conditions necessary for citizens to express their option by voting. It is a matter of principle,&quot; Filat said.<\/p>\n<p>The chairwoman of the Congress of Moldovan Local Authorities, Tatiana Badan, called on local public authorities of primary and secondary levels to display maturity, to observe the law and to ensure the conditions necessary for citizens to express their option on 5 September.<\/p>\n<p>The head of the Central Electoral Commission, Eugeniu Stirbu, spoke about the need to appropriately prepare the polling stations in order to ensure good conditions for the referendum.<\/p>\n<p>He said that the local councils that had decided to boycott the referendum violated the legislation and the law enforcement bodies should undertake actions in this respect.<\/p>\n<p>In the context, Vlad Filat said that the notion of boycott complied with the legal norm. &quot;But when these actions go beyond the acceptable limits and turn into deliberate sabotage in the form of decisions by local public authorities, this is a glaring violation of the legislation. Any infringement should be sanctioned, because it restricts people&#8217;s right to freely express their position,&quot; Filat said.<\/p>\n<p>The deputy chairwoman of the National Participation Council, Ecaterina Mardarovici, said that if people in no matter what settlement want to participate in the referendum, regardless of their stance, the local public authorities must ensure their right.<\/p>\n<p>Several mayors, district heads and representatives of the civil society said that it was for the first time when authorities were urging people to express their position on such an important issue. They advocated the appropriate holding of the 5 September referendum, blaming the unlawful actions meant to restrict citizens&#8217; constitutional rights.<\/p>\n<p>The participants also discussed a string of problems faced by the local public authorities.<\/p>\n<p>The premier said that from the beginning, the government had proved by real actions that it was a partner of the local public authorities.<\/p>\n<p>&quot;The main such action is the decentralization of the local power.
