Parliament Speaker, acting President Mihai Ghimpu has asked the speakers attending the Geneva world conference of parliament speakers to support the unconditional, immediate and transparent withdrawal of foreign weaponry and ammunitions from Moldova. He said that "this army indirectly backs the breakaway Transnistrian republic, which is a black hole for Moldova’s budget and a zone of instability not only for us, but also for the entire Europe," the parliament’s media relations department has said.<\/p>\n

"Why has Moldova turned into the poorest European state? Not only because the democratic reforms were not promoted in due time, but also because a part of that occupation army and its ammunitions are still based on the country’s territory without our consent, thus violating the 1999 Istanbul decision and Moldova’s constitution, which provides for our country’s neutrality," Mihai Ghimpu said in a speech given at the world conference of parliament speakers on 20 July.<\/p>\n

The president said that, in fact, Moldova was about to mark two anniversaries. On the one hand, the country marks the 20th anniversary of the adoption of the Declaration of Independence in 2011, and on the other hand, it marks its 70th anniversary, as the Moldovan Soviet Socialist Republic existed for 50 years, under a decision by the Supreme Soviet of the Soviet Union, issued in Moscow on 2 August 1940 as a result of the occupation from 28 July 1940.<\/p>\n

President Mihai Ghimpu also asked those over 150 parliament speakers from all over the world who attended the conference to help alleviate the consequences of floods that hit Moldova this July. Hundreds of citizens lost their houses and life-long wealth and need help to cope with these calamities. The president’s appeal said: "Depending on your possibilities, please support us financially to mitigate the serious consequences of these floods, especially to construct over 700 houses for flood victims. It is worth noticing that, two years ago, Moldova was also gravely hit by floods, and their impact has not been fully abolished so far. Moldova’s citizens need your help more than ever. I call for solidarity and understanding for the common good."<\/p>\n

In his speech, Mihai Ghimpu noted that in a world of crisis, parliaments should ensure the world democratic responsibility for the sake of common good. The consolidation of the parliamentary dimension, both at the national and global level, is meant to bring solid contribution to the democratic legitimation of the political decision-making process, the president said. The national parliament is the main institution which ensures the relation between the citizens and political decisions and serves as a ground for political debates, and it is finally responsible to the citizens.<\/p>\n

Also, the president said that Moldova focuses on strengthening the civil society’s participation in erecting a democratic government. Moldova welcomes the proposal that parliaments should involve more deeply in the international cooperation and take responsibility to help develop the democracy by promoting the democratic values, consolidating the democratic institutions and backing a new generation of leaders. We speak out for boosting cooperation between the countries’ parliaments by fostering the parliamentary exchanges at all the levels, thus ensuring the takeover of the best international practices, Mihai Ghimpu also said.<\/p>\n
