Republic of Moldova citizens residing permanently or staying temporarily abroad shall not be permitted to provide whatever financing for the campaign in the run-up to the September 5 referendum, the Central Election Commission has decided officially, and fixed the decision in the Regulations on funding both the campaign and political parties taking part in it.<\/p>\n

The Regulations stipulates that the financing to be used in the campaign may consist of: party membership fees, donations, incomes from publishing activities and from property administering. At the same time, financing may not come from Republic of Moldova citizens abroad, from foreign citizens, from international organizations or from other states.<\/p>\n

The CEC has approved also the Regulations on placing advertisements. The document says that local authorities are given 3 days from the campaign start for arranging special places for sticking electoral posters. The minimal area assigned for each electoral contender shall be 1 square meter.<\/p>\n

Electoral posters may not be attached at state-run passenger transport vehicles, on walls, fences or poles, in electoral bureau premises or 50 meters from them.<\/p>\n

According to the Regulations on media coverage of the campaign, each television and radio company must send to the CEC at the campaign beginning an application on the company’s editorial policy for the campaign period. Media outlets that do not wish to take part in the campaign covering must inform the CEC about this.<\/p>\n

Nation-wide television and radio companies must – and regional-coverage companies have the right to – conduct public debates on fair grounds with all referendum runners. Reports about charitable campaigning by referendum participants may not be broadcast.<\/p>\n
