Prime Minister Vlad Filat yesterday held a news briefing on the 15th anniversary of Moldova’s accession to the Council of Europe, the government’s press service has said.<\/p>\n

Filat recalled that Moldova was the first ex-Soviet state to join this prestigious European body and said that the status of full-fledged member implies not only the opportunity to participate in the decision-making process of the organization, but also big responsibility for the internal government act.<\/p>\n

"Moldova’s membership of the Council of Europe points to the fact that it belongs to the European value area and this is the first step towards accession to the European Union," Filat said.<\/p>\n

Filat said that once Moldova joined the Council of Europe, it committed to lay the fundamental principles of the Council of Europe – democracy, human rights and rule of law – at the basis of all its actions. At the same time, Moldova was asked to respect a string of understandings on such important issues as independence of the judiciary, adjustment of the legislative framework, signing and ratification of European instruments, including the European Convention for teh Protection of Human Rights and Fundamental Freedoms.<\/p>\n

The prime minister said that Moldova observed most of these commitments, becoming party to over 70 treaties of the Council of Europe, and benefitted from extended juridical assistance from the Venice Commission. Also, in 2001-10, Moldova enjoyed assistance offered within the Council of Europe’s action plans for Moldova and within joint programmes of the Council of Europe and the European Union.<\/p>\n

At the same time, Filat said that the government’s primary goal in its cooperation with the Council of Europe was to conclude Moldova’s monitoring and to shift to the post-monitoring stage.<\/p>\n

"In order to meet this important objective, the government has been promoting efficient reforms in the most important sectors, such as independence and quality of the judiciary, the reform of police bodies and local democracy," Filat said, specifying that Moldova needs a viable and efficient legislative framework meeting the European rigours.<\/p>\n

"To this end, we have worked out a national action plan aimed at honouring Moldova’s commitments towards the Council of Europe. It sees a comprehensive programme of actions of the central public authorities in all the sectors stipulated in the recommendations and resolutions of the Committee of Ministers of the Council of Europe, the Parliamentary Assembly of the Council of Europe and the Congress of Local and Regional Authorities," Filat said.<\/p>\n

The prime minister voiced conviction that these objectives can be fulfilled only through partnership and cooperation, noting the fact that nowadays, Moldova is more open for dialogue and cooperation than ever before and enjoys the same openness from the European partners.<\/p>\n

Filat said that the government had prepared an agenda of activities dedicated to the 15th anniversary of Moldova’s accession to the Council of Europe given the importance of this event in the country’s history. But given that the government had to manage the situation created by floods, it deemed it opportune to postpone the festivities.<\/p>\n

Vlad Filat thanked Moldova’s external partners for their prompt support for flood victims. "I do believe that the best way to celebrate this important day for Moldova would be to show our solidarity to those who need our support now," Filat said.<\/p>\n

At the end of the meeting, Filat answered journalists’ questions, most of them about the government’s actions to prevent and mitigate the consequences of floods. Filat said the government was holding the situation under control. He specified that decisions on urgent actions were approved by experts of specialized institutions and services in concert with institutions and services from the flood-hit neighbouring states. Filat added that specific decisions on how to assist flood victims would be taken at a meeting in the village of Nemteni on 13 July.
