Moldova’s Constitutional Court has today passed a positive conclusion on the holding of a nation-wide referendum on introducing an essential amendment to the Constitution.<\/p>\n

According to the project worked out by the governing Alliance for European Integration, at the September 5 referendum the citizens of Moldova will be requested to express their opinion on how president should be elected in Moldova, namely they will be asked to answer if they approve or disapprove of electing president by the whole nation.<\/p>\n

The Electoral Code stipulates that the Parliament must announce a referendum date minimum 60 days before the referendum. Proceeding from this rule, the Wednesday of July 7 will be the last day for adopting a corresponding parliamentary Resolution. So, the forum will convene tomorrow.<\/p>\n

According to the amendments to the Electoral Code approved by parliament recently, a referendum is considered as valid if attended by one-third of citizens eligible to vote. And the Constitution shall be amended if a half of the voters, who have taken part in the voting, cast their ballots in favor of direct election of the president by the whole nation.<\/p>\n

According to the Constitution in force, the head of state is elected in the 101-member Parliament by minimum 61 votes. If both rounds of elections are unsuccessful, the incumbent president dissolves the parliament, but this may happen only once in 12 months. Before the constitutional reform of 2000, presidents in Moldova used to be elected by the direct vote of citizens.<\/p>\n","protected":false},"excerpt":{"rendered":"
