The distribution of MP mandates after elections will be changed, electoral blocs will be allowed and the procedure of appointing the Central Election Commission’s (CEC) members will be amended. The parliament made these new amendments to the Election Code today.<\/p>\n

Lawmakers proposals and amendments to change the Election Code triggered contradictory discussions in the parliament and some MPs refused to vote for the new stipulations. After almost 20 minutes of debates, the draft on the amendment and completion of the Election Code was approved in the second reading.<\/p>\n

Under the new legislative provisions, only the election system remains unchanged, and the next polls will be held according to party lists. The deputy head of the parliament’s commission for rules and immunities, Aurel Baiesu, said that, although in the submitted documents, the Venice Commission did not recommend to set a threshold for the participation in the referendum, the Alliance for European Integration (AIE) ruled to establish the necessary turnout of one third of the voters recorded in the lists so as to regard the plebiscite as valid.<\/p>\n

"The election threshold will be amended too. Under the new provisions, it will be 4 per cent for parties, 7 per cent for election blocs made up of two parties and 9 per cent for the blocs composed of three and more parties. The operated amendments also see a new way of appointment of the Central Election Commission members. While the latter have been appointed by the president, government and the parliamentary factions so far, after the amendments enter into force, only one CEC member will be appointed by the president, and the other eight ones – by the parliament, proportionally to the number of MPs in each faction. These stipulations will be applied only after the present mandate of the CEC members expires. Also, the MPs ruled to set up polling stations abroad, not only at Moldova’s diplomatic representations, but also in places where many Moldovans live," Baiesu said.<\/p>\n

The most important amendment made by the parliament is the change of the way of mandates’ distribution following the elections. "The new formula is recommended by the Venice Commission, and sees that the number of validly expressed votes in Moldova for the parties which made it to the parliament will be divided to 101 and an election coefficient will be got. The next operation is the division of the number of votes got by the competitor to this coefficient to obtain the initial number of mandates. According to calculations, two or three mandates at the most will remain undistributed, which will be divided between the election competitors on the basis of the rest," Baiesu said.<\/p>\n

A non-affiliated MP, Victor Stepaniuc, showed discontent with the amendments made by the parliament. He said that a 60-day period between the referendum and the polls, proposed by AIE, is too short, stressing that this gesture may be described as an attempt to manipulate the democratic process.<\/p>\n","protected":false},"excerpt":{"rendered":"
