Moldovan Foreign and European Integration Minister Iurie Leanca has said that Moldova advocates the resumption of official talks on a settlement of the conflict with its breakaway Dniester region [a.k.a. Transnistria].<\/p>\n

On 26 May, the Interfax news agency (Russia) quoted Leanca as saying, "The Moldovan government’s goal is to promote constructive dialogue with all the partners involved in the negotiating process and to bolster the confidence measures between the two banks of the Dniester." He urged all the sides involved to actively contribute to this, Interfax noted.<\/p>\n

Noting that Russia is "an important partner" in the settlement process, Leanca said that the issue would be discussed during his visit to Moscow on 27 May. "We hope for constructive dialogue which would allow us to establish specific steps for the resumption of official negotiations in the five plus two format (including, Moldova, Dniester, Russia, Ukraine, the OSCE, the EU and the USA) in order to identify a final and viable solution to this protracted issue," he said.<\/p>\n

Interfax quoted Leanca as saying that the presence of Russian troops in the Dniester region is in breach of Moldova’s neutral status and noting that the country’s authorities had raised the issue of their withdrawal both at bilateral level and in international organizations.<\/p>\n

"The demilitarization of the region will significantly contribute to the consolidation of trust between the two banks of the Dniester and will create a favourable foundation for the promotion of a settlement exclusively by peaceful means," he said. "Chisinau has consistently advocated the replacement of the current military contingent in the security zone, which fulfilled its peacekeeping tasks long ago, with a multinational civilian mission operating on the basis of an international mandate." He urged all the sides involved in the conflict settlement to help meet this goal.<\/p>\n

"The issue of changing the status of these troops or deploying a military base on Moldova’s territory is not considered," he insisted. <\/p>\n

Commenting on relations with Russia, Leanca said that Moldova was determined to develop "a harmonious strategic partnership based on mutual advantage". Interfax quoted him as saying that European integration is Moldova’s strategic priority and specified that it would not impede the development of bilateral cooperation will all the CIS countries and first of all with Russia.<\/p>\n

Leanca also said that his 27 May visit to Moscow would be aimed at "looking for ways to deepen multilateral cooperation in the political, economic and humanitarian sectors". <\/p>\n
